About this opportunity

The City of Chicago Department of Planning and Development is issuing a Request for Qualifications (RFQ) for Target Market Planning Next Program Consulting Services to establish a Master Task Order Agreement with an initial five-year term and optional three-year extension. Qualified consulting firms must demonstrate professional expertise through comprehensive submissions including executive summaries, key personnel resumes, organizational charts, implementation plans, three years of financial statements, insurance certificates, and Economic Disclosure Statements. The evaluation process consists of three phases: preliminary assessment of submittal completeness and responsiveness, written evaluation of technical competency and qualifications, and potential oral presentations. Critical deadlines include mandatory pre-submittal conference registration by May 5, 2026, the pre-submittal conference on May 7, 2026, at 10:00 a.m. CST at 2 N. LaSalle Street in Chicago, questions deadline of May 13, 2026, at 3:00 p.m. Central Time, and electronic submission of qualifications by August 21, 2026, at 3:00 p.m. Central Time through the City's iSupplier portal.

Respondents must be currently certified as Minority-Owned Business Enterprises (MBEs) and/or Women-Owned Business Enterprises (WBEs) by the City of Chicago or Cook County in their respective specialty areas to be eligible for consideration, with the City establishing goals of awarding not less than 25% of contract value to MBEs and 5% to WBEs. Firms may apply for one or more of the seven categories and must comply with all City of Chicago target market requirements and compliance plans. Professional liability insurance with limits of not less than $5,000,000 per claim is mandatory, along with required general liability, workers compensation, automobile liability, and umbrella coverage as specified in the contract documents. No site visits are scheduled as part of the procurement process. The contract is funded by city resources with no specific total contract value stated, as individual work assignments will be issued through task orders following the pre-qualification process, allowing for flexible project-based compensation based on actual service demands.
