The scope spans 122 line items including temporary traffic control, drainage work, concrete structures, electrical systems, guardrail removal and installation, concrete barrier placement, and pavement markings across Route 133 (from 0.5 miles south of Irvine Boulevard Overcrossing to Route 133/241 Separation) and Route 241 (from 0.4 miles south of Portola Parkway Overcrossing to 0.4 miles south of Windy Ridge Toll Plaza). Work must be completed excluding permanent erosion control within 370 working days; including permanent erosion control within 500 working days; and permanent erosion control establishment within 250 working days.
The estimated project cost is $24.5 million. Bidders must submit security equal to at least 10 percent of their bid. Prevailing wages apply as determined by the California Director of Industrial Relations and the United States Secretary of Labor, with contractors obligated to pay the higher rate when federal and state determinations differ. Buy America requirements apply to iron, steel, manufactured products, and construction materials, with compliance documentation required.
The project requires seven apprentices or trainees under the federal training program. Safety representative qualifications must include Cal/OSHA 30-hour or OSHA 510 certification. Prompt-payment procedures require subcontractor payment within seven days of progress-payment receipt.
