About this opportunity
The California Department of General Services, Real Estate Services Division, is requesting qualifications for Construction Project Management services on the 10th and O Street Reconfiguration project in downtown Sacramento, with statements of qualifications due August 7, 2026 at 5:00 p.m. This is a progressive design-build engagement for a 480,000 gross square foot, 10-story state office building involving interior reconfiguration, selective demolition, reconstruction, and MEP system modernization. Prevailing wage and Labor Code compliance are mandatory.
Proposers must hold current California licensure as Professional Engineers, Architects, or Land Surveyors and register with the Department of Industrial Relations as public works contractors. The firm must demonstrate qualifications across 16 selection criteria: experience with large high-rise office buildings under progressive design-build delivery; expertise in complex MEP systems; LEED, ZNC, and ZNE experience; commissioning services; cost estimating and scheduling; public works support; regulatory compliance with State Fire Marshal and Division of State Architect requirements; quality assurance programs; and construction claims management. The building will serve the state legislature, approximately 600 Department of Finance staff, on-site DGS Facilities Management staff, and California Highway Patrol.
The anticipated design-build budget is approximately $100 million. The project timeline spans 18 months of preconstruction, 24 months of progressive design-build execution, and a move-in phase, totaling 42 months. DGS will evaluate submissions, select at least three firms for short-listing, conduct oral interviews, and rank firms in order of preference for fee negotiation and contract award. The selected CPM firm and any team members will be precluded from participating on future Design-Build teams or other competitively bid work on this project. DGS reserves the right to expand scope to include the 12th and O Parking Garage project (approximately 750-space progressive design-build garage); proposers are encouraged to propose coordinated staffing for both if selected.
