Real Estate Services Division Project Management and Development Branch

The Department of General Services (DGS), Real Estate Services Division (RESD), Project Management and Development Branch (PMDB) is requesting Statement of Qualifications (SOQ) from Construction Project Management Services firms for the project listed below.

RESD PMDB 2026-01 CONSTRUCTION PROJECT MANAGEMENT

CALIFORNIA DEPARTMENT OF GENERAL SERVICES

10th and O STREET RECONFIGURATION

1021 O STREET

SACRAMENTO, SACRAMENTO COUNTY, CALIFORNIA

OVERVIEW OF SERVICES

The Firms shall provide professional construction project management (CPM) services and additional services as required for the above-referenced progressive design-build project (Project). “Construction Project Management” means those services provided by an architect, engineer, or general contractor licensed in the State of California, which meet the requirements of Government Code Section 4529.5 for management and supervision of work performed on State construction projects as stated below:

Any individual or firm proposing to provide construction project management services pursuant to this chapter shall provide evidence the individual or firm and its personnel carrying out onsite responsibilities have expertise and experience in but not limited to construction project design review and evaluation, construction mobilization and supervision, bid evaluation, CPM project scheduling, cost-benefit analysis, claims review and negotiation, and general management and administration of a construction project.

Prospective firms are hereby made aware that DGS reserves the right to contract for these services by phase, Preconstruction (PC) Phase and Progressive Design-Build (DB) Phase.

DESCRIPTION OF PROJECT

The 10th and O Streets State Office Building, located at 1021 O Street in Sacramento, is a 10-story, approximately 480,000 gross square foot facility and was constructed to serve as a temporary swing space for the Governor’s Office and the Legislature during development of the State Capitol Annex. Current occupants are expected to vacate the building in early 2028, creating an opportunity to optimize the facility for long-term state use.

As originally planned, the building requires subsequent interior reconfiguration to accommodate new tenants. The existing suite configurations and interior layouts were designed primarily for legislative use and are not suitable for standard state agency occupancy without modification. The renovation will therefore focus on reconfiguring tenant spaces to meet current workplace standards, improve functionality, and support a broader range of agency needs.

The project consists of comprehensive interior reconfiguration, including selective demolition of existing non-structural elements and building systems, followed by reconstruction of modernized office environments. Work will include reconfiguration of interior layouts, reconfiguration of mechanical, electrical, plumbing, and life safety systems, and installation of contemporary finishes and infrastructure. The design will emphasize flexibility, efficiency, and adaptability to support evolving workplace requirements.

The renovation is also intended to include the Department of Finance (DOF) as a tenant, consolidating its operations into state-owned space and improving coordination with the Governor’s Office and Legislature.

Overall, the project will transform the building from an interim swing space into a long-term, high-performance state office facility aligned with DGS strategic objectives and statewide office space planning efforts.

The building is expected to be occupied by the legislature and approximately 600 DOF staff, in addition to on-site DGS Facilities Management Division staff and CHP.

The anticipated design-build budget for the Building Renovation is approximately $100,000,000 with the preconstruction phase duration of 18 months and the progressive design-build phase of 24 months, for a total of 42 months, followed by the move-in phase

Firms are hereby made aware of the selected firm and any team member (individual, firm, sub-consultant or subsidiary or affiliate thereof) shall be precluded from participating on the future Design-Build team(s), construction, or other competitively bid contract work on this project.

DGS Construction Inspection and Management Branch will assign the Inspector of Record (IOR) and the different inspectors needed for the project.

At least three firms with the highest scores will be selected for the “short list”. These firms will be invited for an interview and asked to make an oral presentation on their firm and its qualifications and experience.

Upon completion of all interviews, the firms will be rated in order of preference – 1, 2, 3, etc. The number one firm will be asked to submit a fee proposal. The PMDB will attempt to negotiate a fee for services. In the event a satisfactory agreement cannot be negotiated, the PMDB will terminate negotiations with the firm and begin negotiations with the next ranked firm and so on. After successful negotiations, a contract will be awarded and executed.

The State reserves the right to terminate the selection, contract negotiation or contract processing proceedings at any time.

Ten percent (10%) retention will be held for all progress payments made to Consultant. When the estimated amount to be retained exceeds ten thousand dollars ($10,000), and the retention continues for a period of 60 days beyond the completion of phased services, upon written request and at the expense of the Consultant, the State will pay the retentions earned directly to a state or federally chartered bank in this state, as the escrow agent.
