About this opportunity

Ohio Department of Transportation (ODOT) is requesting bids for chain-link fence components, right-of-way fence components, snow fence components, and fence installation services under ITB 068-27, with bids due October 20, 2026. This is a multiple award contract under Ohio Revised Code Section 5513.02 — ODOT will award to all responsive bidders, though award does not guarantee purchase order issuance.

The scope covers chain-link fence systems, right-of-way fence systems, and snow fence in wooden and plastic variants. Chain-link materials must conform to ODOT's current Construction and Materials Specifications Item 607 and Standard Construction Drawing F-1.1. Wooden snow fence slats must be No. 1 Aspen or Spruce (3/8 inch thick, 1-1/2 inches wide, 48 inches long) woven with 5 double-strands of 12-gauge galvanized wire and painted with red iron oxide stain. Plastic snow fence must be High Density Polyethylene with 50% (+/-5%) porosity, 100 lb/ft minimum tensile strength, 48-inch height, and operating temperature range -50°F to 150°F with UV degradation resistance. Installation includes all labor to bring fence into compliance with Standard Construction Drawings and specifications. Vendors must submit comprehensive tiered pricing for materials, posts, ties, gates (4, 6, 8, and 14 feet), and installation across varying linear-footage quantities and delivery to all twelve ODOT district locations statewide. Mobilization compensation is $150 per additional site plus $0.70 per mile for equipment and material vehicles; ODOT limits multiple-site inclusion to four sites per county (projects 500 linear feet or less), two sites (500–1,000 linear feet), or one site (1,000 linear feet or more).

The contract term is November 1, 2026 through October 31, 2027. Delivery must occur within ten calendar days of purchase order issuance; installation must begin within ten calendar days of request unless mutually agreed otherwise. Delivery windows are 7:00 a.m. to 4:30 p.m., Monday through Friday, excluding state holidays. Bidders must comply with Ohio's E-Verify Workforce Integrity Act and register with the Ohio Secretary of State or qualify for exemption. The contract is available to political subdivisions, state universities and colleges, the Ohio Turnpike and Infrastructure Commission, and other state agencies through ODOT's Cooperative Purchasing Program. Bids must be submitted electronically through OhioBuys in Columbus, Ohio local time.
