About this opportunity

The National Institutes of Health National Eye Institute is soliciting applications for the Clinical Research Study Planning Grant Program (R34) to support planning activities for large-scale clinical vision research projects, with applications due January 7, 2028. This program explicitly prohibits generating data on intervention effects; funding supports only study protocol and Manual of Procedures development, preliminary studies to refine procedures, and recruitment potential assessment.

Eligible applicants include higher education institutions (public and private), nonprofits (501(c)(3) and non-501(c)(3)), small businesses, for-profit organizations, state and local governments, tribal organizations (federally recognized and other), special district governments, public or Indian housing authorities, and independent school districts. Other eligible applicants include Alaska Native and Native Hawaiian Serving Institutions, Asian American Native American Pacific Islander Serving Institutions, Hispanic-serving Institutions, Historically Black Colleges and Universities, Tribally Controlled Colleges and Universities, faith-based or community-based organizations, regional organizations, eligible federal agencies, non-domestic entities, and U.S. territories or possessions.

The program addresses eye and vision research targeting major causes of blindness and impaired vision in the United States, including retinal diseases, corneal diseases, cataracts, glaucoma, optic neuropathies, strabismus, and amblyopia. Applications undergo initial peer review for scientific and technical merit, followed by programmatic relevance review by the National Advisory Eye Council. Final approval authority rests with the NEI Director. Approximately nine months elapse from application submission to award decision.

The program operates under CFDA 93.867 (Vision Research). Applicants planning to request $500,000 or more in direct costs for any year are required to contact NEI staff at (301) 451-2020 for eligibility discussion prior to submission.

Synopsis

The NEI supports large-scale clinical vision research projects, including randomized clinical trials and epidemiologic studies on eye/vision conditions. At the time of submission, applications requesting support for these activities are expected to provide detailed information regarding the study rationale, design, analytic methods, protocols and procedures, facilities and environment, organizational structure, and collaborative arrangements. This information is best conveyed in a study protocol and Manual of Procedures (MOP), the development of which represents a costly and time-consuming activity. This clinical research planning grant funding opportunity supports applicants in their planning efforts to conduct collaborative clinical research. The grant may be used to support the development of a study protocol and MOP, as well as to conduct preliminary studies to refine study procedures or document recruitment potential. The grant must not be used to generate data on the effects of a proposed intervention. This NEI NOFO is applicable to both epidemiologic and clinical trial research studies.

Eligibility

Other Eligible Applicants include the following: Alaska Native and Native Hawaiian Serving Institutions; Asian American Native American Pacific Islander Serving Institutions (AANAPISISs); Eligible Agencies of the Federal Government; Faith-based or Community-based Organizations; Hispanic-serving Institutions; Historically Black Colleges and Universities (HBCUs); Indian/Native American Tribal Governments (Other than Federally Recognized); Non-domestic (non-U.S.) Entities (Foreign Organizations); Regional Organizations; Tribally Controlled Colleges and Universities (TCCUs) ; U.S. Territory or Possession.
