About this opportunity

The Federal Emergency Management Agency is soliciting applications for the FY 2026 National Cybersecurity Preparedness Consortium grant to develop and deliver cybersecurity training addressing national preparedness gaps, with an application due date of July 31, 2026. This is a single anticipated award of $7.6 million with no cost share requirement. The sole eligible applicant is the University of Texas at San Antonio's Center for Infrastructure Assurance and Security, serving as executive agent and lead for the NCPC, though subapplicants and subawards are permitted.

The three-year performance period runs September 1, 2026 through August 31, 2029. Training must serve state, local, territorial, and tribal emergency management professionals and stakeholders nationwide. Applicants must identify current and emerging cybersecurity threats, develop new courses using the ADDIE instructional design process, collaborate with NCPC partners to avoid duplication, and apply innovative methodologies and technology to improve effectiveness. Management and Administration costs are capped at 5 percent of the award.

Key performance measures include mapping 90 percent of the active course portfolio to National Preparedness Goal core capabilities by end of FY 2028, ensuring 95 percent of developed or updated courses have appropriate capability articulation, achieving 90 percent recertification within three-year windows, maintaining 70 percent post-test score increases of 26 points, demonstrating 60 percent knowledge application on the job, reaching 75 percent satisfaction ratings, including 15 of 19 Olympic host communities in training rosters, and maintaining or reducing inflation-adjusted average direct cost per course delivery.

Applications must be submitted through the FEMA GO system and include SF-424 forms, budget narratives, project narratives, and indirect cost rate agreements. Recipients must register with SAM.gov and Grants.gov, comply with DHS Standard Terms and Conditions, maintain quarterly Federal Financial Reports, and submit semi-annual performance reports. CFDA 97.148.
