About this file
This is a Notice of Funding Opportunity (NOFO) from the Department of Homeland Security for the Fiscal Year 2026 Homeland Security National Training Program Continuing Training Grants (CTG), administered through the National Cybersecurity Preparedness Consortium (NCPC). The program provides $7.6 million in total funding for one anticipated award to develop and deliver accessible, multi-level, high-quality cybersecurity training to state, local, territorial, and tribal (SLTT) emergency management professionals and stakeholders. The application deadline is July 31, 2026 at 12 p.m. Eastern Time, with an anticipated award date of September 1, 2026 and a performance period from September 1, 2026 through August 31, 2029. The sole eligible applicant is the University of Texas at San Antonio's Center for Infrastructure Assurance and Security, serving as the executive agent and lead for the NCPC, with subapplicants and subawards permitted.
The program requires applicants to identify current and emerging cybersecurity threats, develop new courses using the ADDIE instructional design process, collaborate with NCPC partners to avoid duplication, and apply innovative methodologies and technology to improve training effectiveness. Key performance measures include mapping 90 percent of the active course portfolio to National Preparedness Goal core capabilities by end of FY 2028, ensuring 95 percent of developed or updated courses have appropriate capability articulation, achieving 90 percent recertification within three-year windows, maintaining 70 percent post-test score increases of 26 points, demonstrating 60 percent knowledge application on the job, reaching 75 percent satisfaction ratings, including 15 of 19 Olympic host communities in training rosters, and maintaining or reducing inflation-adjusted average direct cost per course delivery. Management and Administration costs are capped at 5 percent of the award. There is no cost share requirement. Recipients must register with SAM.gov and Grants.gov, comply with DHS Standard Terms and Conditions, maintain quarterly Federal Financial Reports, submit semi-annual performance reports, and undergo audit and monitoring by FEMA and DHS. Applications require submission of SF-424 forms, budget narratives, project narratives, and indirect cost rate agreements through the FEMA GO system.
