About this opportunity

The Department of the Army Medical Command, through the Defense Health Agency's Congressionally Directed Medical Research Programs, is seeking interventional research proposals designed to improve quality of life for individuals living with lupus in the near term. Applicants must conduct research at the individual and/or health care system level addressing at least one of two focus areas: improving lupus outcomes through innovative health care delivery models, or designing and implementing interventions to enhance quality of life and mental health. Key requirements include preliminary data, integration of at least one lupus consumer advocate as a team member, clinical trial eligibility, and prohibition of animal studies. Applications may include up to three Principal Investigators, with only the initiating PI submitting a pre-application; independent investigators at eligible organizations are required, and individuals in mentored positions are ineligible. The two-tier evaluation process assesses technical merit and programmatic fit based on impact on quality of life, research strategy and feasibility, personnel qualifications, transition planning, budget appropriateness, and research sharing plans. The pre-application (Letter of Intent) deadline is July 29, 2026 at 5:00 p.m. Eastern Time, with full applications due August 19, 2026 at 11:59 p.m. ET through either Grants.gov or eBRAP, and the verification period closing August 24, 2026.

The Defense Health Agency expects to award approximately $2 million to fund one Transformative Vision Award application with a maximum project duration of four years and a total cost cap of $2 million. Peer review is scheduled for October 2026 with programmatic review in February 2027, and awards are expected to be made no later than September 30, 2027. Eligible applicants include both extramural and intramural U.S. Department of War organizations, as well as domestic and foreign entities, for-profit and nonprofit organizations. Research may be conducted at eligible extramural and intramural organizations domestically and internationally. Recipients must submit quarterly and annual technical progress reports, register and post results on ClinicalTrials.gov for clinical trials, and comply with federal requirements outlined in DoDGARs and 2 CFR regulations.

Synopsis

The emphasis is on near-term impact on quality of life. Research must address at least one of the fiscal year 2026 (FY26) Lupus Research Program (LRP) Transformative Vision Award (TVA) focus areas. This mechanism allows for clinical trials but does not allow animal studies.

Distinctive Features:

• Applications must include preliminary data.

• Applications must include at least one lupus consumer advocate as a member of the research team.

• This funding mechanism allows for up to three Principal Investigators (PIs). Only the initiating PI will submit a pre-application, but all PIs will need to submit full applications. The partnering PI(s) application is an abbreviated package specific to their distinct portion of the research project. Be advised, all associated applications for a research project may be withdrawn if the initiating or partnering application(s) is rejected or administratively withdrawn.

• An individual may be named as PI on only one application per LRP award mechanism (Idea Award, Impact Award, Transformative Vision Development Award, TVA), for a maximum of four applications to the FY26 LRP.
