About this opportunity

The Food and Drug Administration's Center for Veterinary Medicine is soliciting applications for cooperative agreements to establish Animal and Veterinary Innovation Centers with academic research institutions, with application deadlines of June 12, 2026, May 14, 2027, and May 12, 2028. The FDA intends to fund up to five cooperative agreements. Eligible applicants are public and private higher education institutions in the United States; foreign organizations and foreign components are not eligible. The FDA particularly encourages applications from Hispanic-serving institutions, Historically Black Colleges and Universities, Tribally Controlled Colleges and Universities, Alaska Native and Native Hawaiian serving institutions, and Asian American Native American Pacific Islander serving institutions.

The innovation centers will form long-term partnerships to address three priority research areas: development of interventions to prevent, control, or eliminate Highly Pathogenic Avian Influenza virus in animals or reduce the virus's circulation in the ecosystem, with potential expansion to other emerging zoonotic disease threats or One Health issues in future years; advancement of intentional genomic alterations in animals and regulatory science supporting agricultural resilience, food security, animal health, or public health; and development of products for minor species, minor uses in major species (dogs, cats, horses, cattle, pigs, chickens, and turkeys), and other unmet veterinary medical needs in major species that create significant animal or public health burdens.

Award budgets are capped at $1,000,000 for year one, increasing to $2,000,000 by year five, with a maximum five-year project period and earliest start date of September 2026. The cooperative agreement mechanism requires substantial FDA programmatic involvement, including site visits, data sharing, quarterly reporting, and FDA review and approval of publications. Clinical trials are not allowed. Applications are evaluated on five scored criteria (Significance, Investigator, Innovation, Approach, and Environment) totaling 100 points, plus additional considerations for vertebrate animals, biohazards, and budget justification. Applicants must complete registrations in System for Award Management, eRA Commons, and Grants.gov prior to submission. This opportunity is funded under CFDA 93.103, Food and Drug Administration Research.

Update #2 · Latest ·

The purpose of this Funding Opportunity Announcement (FOA) is to solicit applications for inclusion as Animal and Veterinary Innovation Centers, which are intended to form long-term partnerships to address priority areas for FDA's Center for Veterinary Medicine (CVM). This includes CVM developing cooperative agreement(s) with academic research institutions (public and private) to:

1. Drive research that supports the development of interventions to prevent, control, or eliminate Highly Pathogenic Avian Influenza (HPAI) virus in animals, or interventions that reduce the circulation of the virus in the ecosystem. Work may also include other emerging zoonotic disease threats or One Health issues in future years.

2. Drive research that supports the development of intentional genomic alternations in animals and the advancement of regulatory science in this field, with a focus on intentional genomic alternations that support agricultural resilience, food security, animal health, or public health.

3. Drive research that supports the development of products for minor species, minor uses in major species (dogs, cats, horses, cattle, pigs, chickens, and turkeys) and other unmet veterinary medical needs in major species that create a significant animal or public health burden.
