About this opportunity

The U.S. Agency for International Development (USAID) is seeking applicants for the Afghanistan Integrated Youth Activity (AIYA) cooperative agreement. The AIYA program aims to empower Afghan youth, particularly girls and young women, by equipping them with market-relevant technical and soft skills to enhance their income, food security, and economic resilience. Key objectives include improving post-secondary technical and vocational education opportunities focused on the agricultural sector, and helping youth acquire skills to engage in climate-resilient agricultural value chains. Applicants must submit separate technical and cost proposals by the July 12, 2024 deadline, and will be evaluated on criteria such as technical approach, management plan, and past performance.

USAID anticipates awarding one cooperative agreement worth $62 million over five years to implement the AIYA program. The program is expected to target youth aged 15-29, with at least 60% participation by young women, and allocate funding across basic education, higher education, agriculture, and democracy activities. The program will be carried out in Afghanistan under USAID's Foreign Assistance for Programs Overseas grant program (CFDA 98.001).
