About this forecast
The Federal Emergency Management Agency (FEMA) is forecasting a recompete opportunity for the National Public Warning System (NPWS) Shelter Fabrication, which involves the manufacture and integration of design packages for two modernized emergency alert shelters. The contractor must adhere to the NPWS All-Hazards Communications Equipment Shelters Design Standard v1.3, conduct comprehensive testing including high-altitude electromagnetic pulse (HEMP), chemical, biological, radiological and nuclear (CBRN), and all-hazards compliance testing, and coordinate storage and transportation of completed modules for installation at Continental United States locations. The estimated solicitation release date is April 13, 2026, with an anticipated award date of June 22, 2026.
The estimated award value ranges from $2,000,000 to $5,000,000, with a performance period spanning approximately three months from June 22 to September 21, 2026. The place of performance is Washington, DC, and the contract falls under NAICS code 237130 (Power and Communication Line and Related Structures Construction). Key points of contact include Sophia Steiner (requirements contact at sophia.steiner@fema.dhs.gov, 202-251-1813) and Otis Vincent Brown (alternate contact at ovincent.brown@fema.dhs.gov, 202-646-3880).
This opportunity represents a follow-on to the existing single-award Indefinite Delivery Contract 70FA5021D00000001, originally awarded to CACI, Inc. - Federal on February 1, 2021, with a $67,000,000 ceiling value. The incumbent contract covers sustainment, decommissioning, construction, modernization, environmental and historic preservation, and technical services for FEMA's Integrated Public Alert and Warning System (IPAWS) and NPWS, supporting critical national security missions through IT, cybersecurity, engineering, and professional services.
Forecast text
The NPWS was established to ensure the President’s ability to communicate to the public “under all conditions,” including high-altitude electromagnetic pulse (HEMP) events. Approximately 13 legacy NPWS PEP stations exist that are equipped with standby generators, fuel storage tanks, fuel filters, fuel monitoring systems, Emergency Alert System (EAS) ENDECs, telephone auto-couplers, and telephone lines. Equipment at these sites have been in service for over 25 years, which presents operational and environmental risks. Additionally, these facilities must be upgraded to meet HEMP protection requirements, “all-hazards” requirements, and enhanced audio program and transmission equipment requirements.
In order to modernize two existing sites, the Contractor shall support requirements and perform tasks in the following areas:
• Manufacture and integration of Design Package for two shelters, adhering to the NPWS All-Hazards Communications Equipment Shelters Design Standard v1.3 document
• Tests of completed shelters to ensure compliance with requirements.
The Contractor shall provide the Government with options that include generators, fuel storage tanks, transmitter output power, fuel management system, and filtering options. The Contractor shall manufacture the NPWS PEP shelter modules based upon the approved Design Package, with the Government-selected options and within the time frame for delivery contained in this Statement of Work. All long-lead equipment, components, and supplies shall be ordered immediately after award to facilitate prompt delivery for fabrication of the NPWS PEP shelter modules.
As the Contractor completes manufacturing of individual shelter modules, the Contractor shall incrementally test the applicable capabilities identified in the approved Design Package with observation from the Government PM and the Government’s testing agent, if required. The shelters shall be HEMP-tested and functionally tested in accordance with the Design Requirements contained in the PEP Station Modernization Design Standard and adherence to the NPWS All-Hazards Communications Equipment Shelters Design Standard v1.3 document. The testing requirements must address the applicable standards for the selected options under the approved Design Package. The Contractor shall test the following in accordance with the requirements identified in the PEP Station Modernization Design Standard and the NPWS All-Hazards Communications Equipment Shelters Design Standard v1.3 document:
• High-Altitude Electromagnetic Pulse (HEMP)
• Chemical, Biological, Radiological and Nuclear (CBRN)
• All Hazards
• Transmitter Output to Dummy Load at the specified power levels and RF Switch Functions
• Audio Recording, Editing and Playback Functions
• Power Generation
• Others as listed in the NPWS All-Hazards Communications Equipment Shelters Design Standard v1.3 document
Once the Contractor has completed the manufacturing and testing of the NPWS PEP shelter modules, the Contractor shall coordinate with the Government PM to plan and prepare for storage and transportation of the modules for installation at selected sites within the Continental United States (CONUS). If transportation to areas outside CONUS is required, the Government will provide specific and separate direction regarding the location for transport and delivery.
