About this forecast
Immigration and Customs Enforcement is procuring engineering services on GSA Schedule to expand capacity and functionality of its Enterprise Physical Access Control System (E-PACS) through a Firm Fixed Price contract, with solicitation release estimated for August 28, 2026 and award by September 30, 2026. ICE will procure and install additional server equipment to support over 15 new ICE field sites joining the enterprise this fiscal year and prevent the current E-PACS infrastructure from reaching capacity constraints on card readers and supporting equipment. This is a new requirement with no set-aside.
The estimated award value ranges from $5 million to $10 million, with performance of work occurring in Washington, DC and a period of performance running from September 30, 2026 through August 31, 2027. Primary points of contact are Nnamdi Martyn, Physical Security Manager, at nnamdi.a.martyn@ice.dhs.gov or (202) 538-7499, and Rodney Ludvigson at rodney.ludvigson@ice.dhs.gov or (202) 422-8461.
Forecast text
To ensure the E-PACS remains operationally efficient, ICE E-PACS program requires that the incumbent vendor, Integrated Security Technologies (IST), provide engineering services to expand the capacity and functionality of the E-PACS platform. The E-PACS program continues to add new ICE field sites onto the enterprise. With over 15 new field sites slated to join the E-PACS this fiscal year, it is anticipated that the current E-PACS infrastructure will quickly reach its capacity to add card readers and supporting equipment to its framework. To mitigate this risk, procuring and installing additional server equipment will ensure that the E-PACS program will support new facilities joining the platform.
