About this forecast
The Department of Homeland Security Customs and Border Protection is forecasting a new requirement for helium trailer certification and rehabilitation services. The contractor will perform rehabilitation and requalification of pressure vessels through either a Minimal Scope approach (periodic requalification with limited rehabilitation) or a Full Scope approach (periodic requalification with complete disassembly and full refurbishment). Key requirements include detailed receiving records with photographs, work order documentation, purging and venting procedures, chassis/frame refurbishment through grit blasting, USDOT tube requalification per Title 49 CFR standards, manifold inspection and testing, reassembly with proper tube tracking, pressurization and leak testing for both high and low-pressure tubes, and final quality assurance inspection. The solicitation is estimated to be released on April 3, 2026, with an anticipated award date of June 1, 2026.
The estimated award value ranges from $500,000 to $1,000,000 under a Firm Fixed Price contract vehicle with a performance period extending from June 1, 2026, through May 31, 2031. B. WORK ORDER
After completion of visual inspection, Work Orders (WO) shall be created with details work performed and material used to include lot numbers, serial numbers and batch information in order to track any possible component quality issues.
C. PURGING AND VENTING
All units will be received purged and blanketed under a maximum of 30-psi inert gas unless arrangement/notification has been made prior to receipt.
D. DISASSEMBLY
Equipment will undergo Full Scope or Minimal Scope rehabilitation.
E. CHASSIS/FRAME REFURBISHMENT
Chassis/frame shall be grit blasted to gray metal followed by visually inspecting all electrical, pneumatic, mechanical, and structural components for damage, wear, distortion, or any other forms of potential failure.
F. USDOT TUBE REQUALIFICATION
Tubes shall be hydrostatically, ultrasonic emission, and/or acoustic emissions tested in accordance with most current publication of Title 49 CFR, CGA Publication C-1, CGA Publication C-18, or applicable USDOT exemption (i.e. DOT-SP 12629).
G. MANIFOLD INSPECTION AND TEST
1. The manifold and its accessories shall be inspected and reconditioned as required prior to reassembly. The manifold shall be free of structural defects and leakage.
H. REASSEMBLY

2. Tube location chart shall be made noting each tube by serial number and location.
3. Decals shall be applied in accordance with customer specification and USDOT regulations.
I. PRESSURIZATION/LEAK TEST AND MOISTURE
1.High Pressure Tubes (HPT) (900 PSI OR ABOVE)
The manifold shall be installed, all valves closed and pressurized to 1.25 times working pressure.
2. Low Pressure Tubes(LPT) (LESS THAN 900 PSI)
The tubes shall be pressurized to maximum working pressure or 100 psi.
3.The test gas shall be vented to a positive residual pressure of 20 psig before the unit is shipped.
J. FINAL INSPECTION
