This is an 8(a) sole source procurement opportunity for a 3-year Blanket Purchase Agreement (BPA) to provide radioactive medical devices used in cancer treatment. The Y-90 sir-spheres microspheres are biocompatible resin microspheres containing yttrium-90, a radioactive isotope used as a permanent implant for treating patients with unresectable metastatic liver tumors from primary colorectal cancer. The procurement falls under NAICS code 334517 (Navigational, Measuring, Electromedical, and Control Instruments Manufacturing) and PSC 6505 (Drugs and Biologicals). This medical treatment involves delivering one or two patient-specific doses via arterial catheter through Interventional Radiology procedures.

The primary purpose of this Special Notice is to inform potential contractors about the upcoming sole source procurement while allowing other eligible businesses to express interest in providing these specialized medical supplies. Interested businesses must submit written notice to Contract Specialist Luther Dickens at luther.dickens@va.gov by 3:00 PM MDT on June 25, 2025, demonstrating their ability and eligibility to meet the requirements. Contractors must fall under the small business size standard of 1,200 employees for the applicable NAICS code and provide sufficient supporting evidence of their capabilities. The government explicitly states this is not a request for competitive quotes, no solicitation documents are available, and telephone requests will not be accepted. Nuclear Medicine staff will place patient-specific orders approximately one week prior to each treatment, with doses requiring the flexibility to be "split" on the day of treatment based on last-minute changes in the treatment plan as determined by the Interventional Radiologist.
