About this opportunity
The U.S. Army Contracting Command - Detroit Arsenal is issuing a sole-source solicitation (W912CH-24-R-0089) for the development and delivery of Logistics (Log) Products for the GUN, AUTOMATIC, 50 MILLIMETERS: chain, XM913. The contract will focus on creating an authenticated -20 and P Maintenance Integrated Electronic Technical Manual (IETM) to support the integration of the XM913 into the XM30 Combat Vehicle. Northrop Grumman Corporation is the only known qualified source and current owner of the technical data, which justifies the sole-source approach under 10 U.S.C. 2304(c)(1) and FAR 6.302-1. Interested parties must submit a fully completed solicitation electronically through the System for Award Management (SAM) website by 3:00 PM Eastern Daylight Time on 11 April 2025. To request access to controlled unclassified information, companies must submit a DD2345 Militarily Critical Technical Data Agreement and provide specific company details.
The solicitation is not set aside for any specific business category and will be a two-year, firm-fixed-price contract awarded directly to Northrop Grumman Corporation. The contract will be performed at Northrop Grumman's location in Mesa, Arizona, with the primary objective of developing technical documentation, configuration management, and logistics support analysis for the weapon system. While the specific award value is not disclosed in the documentation, the contract represents a comprehensive technical and logistical support effort for a critical military equipment component. The solicitation requires potential contractors to indicate whether they are interested as a prime or subcontractor, with prime status meaning the entity that would be directly awarded the U.S. Army contract. Interested parties must communicate through the XM30 Mailbox and follow specific protocols for submitting questions and requesting additional information.
