About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 sought a venue to host formal leadership training through Solicitation 36C26126Q0314. The procurement called for a facility in Fresno or Clovis, California, capable of accommodating up to 225 employees with specific requirements including on-site parking for 200 vehicles, circular/oval/square table configurations, audio-visual equipment, and secured WiFi access. Offerors were evaluated on three primary factors: technical submission demonstrating venue capabilities, Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) status, and competitive pricing. The original deadline for electronic quote submission was January 26, 2026, at 3:00 PM PST, with all questions due by January 20, 2026. An amendment issued on January 21, 2026, clarified that training would occur on single full-day sessions (8:00 AM to 4:30 PM) during three quarters, with preferred dates of March 11, June 23, and September 17, 2026.
This solicitation was designated as a small business set-aside and carried an estimated contract value of $34 million under NAICS code 531120 (Lessors of Nonresidential Buildings). The base period of performance ran from March 1, 2026, through September 30, 2026, with three quarterly training sessions scheduled. However, the solicitation was cancelled entirely through Amendment 0002, issued on February 5, 2026, due to lack of funds. The amendment terminated all requirements and obligations associated with the procurement, and no award was made. The wage determination document (Attachment 1) provided applicable prevailing wage rates for Fresno County, California, should the contract have proceeded under Service Contract Act requirements.
