NASA/GSFC has a new requirement to provide the Launch Lock Vibration Isolation System (LLVIS) on the Instrument Carrier for the Wide Field Infrared Survey Telescope (WFIRST) Project.

WFIRST is a NASA observatory designed to perform wide-field imaging and slitless spectroscopic surveys of the near infrared (NIR) sky for the community as well as direct imaging of exoplanets and debris disks using a coronagraph. WFIRST is the top-ranked large space mission in the New Worlds, New Horizon (NWNH) Decadal Survey of Astronomy and Astrophysics.


This contract will provide the necessary personnel, facilities, services, materials, and equipment to design, analyze, develop, assemble, integrate, calibrate, test, and evaluate the LLVIS. The Contractor shall participate in reviews, where the Government will review all documentation associated with the design, fabrication and testing of the LLVIS. The Contractor shall also supply the necessary resources to perform the subsequent LLVIS testing on site and post-delivery support for integration and testing.


It is anticipated that the subject contract will be a full and open competition, and Cost-Plus-Fixed-Fee (CPFF) effort. The period of performance will be for approximately 2 years.


The Government anticipates a release of the Request for Proposal (RFP) in early to mid-March 2019.


The anticipated Small Business goals for this procurement are as follows: Total Small Business Goals 6 percent; Small Disadvantaged Business Concerns (SDB) 1.5 percent; Women Owned Small Business Concerns (WOSB) 1.5 percent; Historically Black Colleges & Universities 0 percent; HUBZone Small Business Concerns .5 percent; Veteran-Owned Small Business Concerns (VOSB) 1 percent; Service-Disabled Veteran-Owned Small Business Concern .5 percent.
The Government does not intend to acquire a commercial item using FAR Part 12.
