Preface
This document is a Wide Field Infrared Survey Telescope (WFIRST) Configuration
Management (CM)-controlled document. Changes to this document require prior approval of the applicable Configuration Control Board (CCB) Chairperson or designee. Proposed changes shall be submitted to the WFIRST CM Office (CMO), along with supportive material justifying the proposed change.
In this document, a requirement is identified by “shall,” a good practice by “should,” permission by “may” or “can,” expectation by “will,” and descriptive material by “is.”

1 INTRODUCTION
Purpose
This Statement of Work (SOW) defines those tasks necessary to design, analyze, develop, fabricate, integrate, test, and evaluate the Launch Lock / Vibration Isolation System (LLVIS) units for WFIRST. As defined in the LLVIS performance specification WFIRST-SPEC-12739, the LLVIS Units may consist of either:
a. Separate Isolators and Launch Locks or
b. Integrated Isolator/Launch Lock Assemblies
The requirements of this SOW apply to both of the above options.
The Contractor is requested to provide a proposal that addresses a) Isolator and Launch Lock or
b) Integrated Isolator/Launch Lock units, and the Contractor may also propose both options.
The Contractor is requested to propose a solution which complies with the requirements listed in this SOW, LLVIS spec WFIRST-SPEC-12739, and the deliverables list WFIRST-LIST-13054, and to describe the benefits of the proposed option(s) with respect to technical, cost and schedule aspects.
This SOW also defines the tasks necessary to support the subsequent integration, test, evaluation, and validation of the LLVIS units at NASA GSFC, including post-delivery support to payload and observatory integration and test.
This SOW defines the tasks that the Contractor shall perform to accomplish the work required during this effort. The deliverables outlined in the Statement of Work are described in the
LLVIS Deliverable Items List and Schedule (DILS) document (WFIRST-LIST-13054).

Scope
The Contractor shall provide the necessary personnel, facilities, services, materials, and equipment to design, analyze, develop, assemble, integrate, calibrate, test, and evaluate the
LLVIS. The Contractor shall participate in reviews, where the Government will review all documentation associated with the design, fabrication and testing of the LLVIS. The Contractor shall also supply the necessary resources to perform the subsequent LLVIS testing on site and post-delivery support for integration and testing. This work shall be performed in accordance with the requirements of this document and all application documents to the contract.

1.3.1 Applicable Documents
The documents listed below are applicable to this SOW to the extent specified herein, and apply directly to the performance of the LLVIS contract. These documents establish detailed specifications, requirements, and interface information necessary for the performance of the contract.
In the event of conflicting requirements between this SOW and the Applicable Documents, the
Contractor shall immediately notify the GSFC Contracting Officer’s Representative (COR) that there is such a conflict and request direction from the Government as to how to proceed.

2 PROGRAMMATIC REQUIREMENTS
Project Management
A The Contractor shall establish, implement and maintain a management system that effectively and efficiently plans, organizes, controls, and reports on the contract objectives, as well as provide the necessary leadership and technical coordination of the activities to ensure schedules and technical progress are consistent with the contract objectives.
B As part of this effort, the Contractor shall provide traceability of cost, schedule and technical progress data for work being performed by the Contractor and all of its suppliers and subcontractors in support of this contract.
C The Contractor shall provide a verification matrix for the Specification WFIRST-
SPEC-12739 (CDRL PM-1)
D The Contractor shall provide a verification matrix for this SOW (CDRL PM-2)
E The Contractor shall provide a verification matrix for the DILS WFIRST-LIST-
13054 (CDRL PM-3)
2.1.1 Project Manager
A The Contractor shall designate, by name, a LLVIS Project Manager (PM).
B The PM shall be responsible for leading the LLVIS team through these phases of the project and manage the contract to ensure that all performance, schedule, cost, and quality objectives are met.
C The PM is the primary point of contact and shall provide full visibility to
NASA/GSFC on all aspects of performance covered by this SOW and immediately disclose existing or potential problems and planned resolutions.
D The PM shall work closely with the GSFC WFIRST Contracting Officer’s
Representative (COR) and GSFC Systems Engineer to ensure adherence to all requirements.
E The PM shall coordinate the Contractor efforts with that of its subcontractors, the
Government Furnished Property (GFP) providers if outside of NASA/GSFC, and
NASA/GSFC.
F The PM shall provide a detailed Work Breakdown Structure (WBS) Diagram and
Dictionary plus all updates and revisions, in accordance with the LLVIS Work
Breakdown Structure Diagram and Dictionary (CDRL PM-4).
2.1.2 Resource Management
A The Contractor shall provide the necessary resources for monitoring, controlling, executing, and administering the LLVIS contract and subcontracts to ensure compliance with all contractual requirements.
B The Contractor shall provide timely and adequate visibility into cost and schedule performance.
C The Contractor shall provide monthly financial management reports in the form of
533’s (CDRL PM-5)
D The Contractor shall provide all necessary facilities, tools, test equipment, materials, and processes required for component and subsystem, assembly, integration, and testing, including, but not limited to: clean rooms, thermal vacuum chambers, thermal cycle chambers, vibration facilities, and inspection facilities
2.1.3 Schedule
A The Contractor shall establish, implement, and maintain an integrated scheduling system consistent with their corporate procedures and approval from GSFC.
B The Integrated Master Schedule (IMS) shall be provided for planning, controlling, modeling and specifying work activities throughout the project life cycle in accordance with the IMS (CDRL PM-6).
C The Contractor shall use Microsoft Project to maintain compatibility with the
WFIRST project team.
2.1.4 Subcontract Management
A The Contractor shall provide quality, technical and programmatic oversight of the subcontract and report their progress and performance.
B The Contractor shall conduct surveillance of all subcontracts to ensure satisfactory performance, and report the results of this surveillance.
C The Contractor shall deliver component and subassembly test reports for all subcontracted items, in accordance with (CDRL PM-7).
D The Contractor shall provide a description of the methods used to flow down requirements and manage sub-tier suppliers. Sub-tier supplier management shall use established processes, practices and procedures to reduce risk to the program and increase sub-tier performance. Sub-tier supplier performance measures shall be used to provide the Contractor and WFIRST with visibility to sub-tier supplier performance and overall program status
2.1.5 Configuration Management
A The Contractor shall perform Configuration Management (CM) in support of the
LLVIS.
B The Contractor shall maintain configuration of deliverable items throughout all phases of the contract. This includes maintaining serialization of each LLVIS units for traceability.
C Configuration verification shall be performed and documented as assemblies are incorporated into higher-level assemblies and at major project milestones (i.e. pre-environmental test, pre-ship, pre-launch, etc.).
D The Contractor shall have in place a Configuration Control Board (CCB) to review and approve changes to the configuration of deliverable items.
E The CM system shall have a change classification and impact assessment process that results in Class I changes being forwarded to the GSFC COR. Class I changes are defined as major changes that affect WFIRST requirements, system safety, contract cost, major schedule milestones, and external interfaces. Class I changes require a change to the contract. All other changes are considered to be Class II changes. Class II changes shall be made available to GSFC within 48 hours for review. NASA/GSFC reserves the right to review all Class II changes for technical content to ensure the proper classification has been assigned.
F The Contractor shall deliver a Configuration Management Plan in accordance with
(CDRL PM-8).
G The Contractor shall provide documentary photographs of the LLVIS during all phases of fabrication, assembly, integration, and test. This imagery shall document the process.
H The Contractor shall obtain and preserve photo documentation of servicing hardware elements, close tolerance locations, closeout, and Interface Control
Document (ICD) violations and/or close dimensional locations.
I The photo documentation shall be in accordance with the Digital Image and Video
Records Document (CDRL PM-9).
2.1.6 Information, Data, Records, and Storage
A The Contractor shall establish a method to provide access by Internet to authorized
WFIRST Project personnel for working data products. A GSFC or Contractor electronic database system or combination of both can be used.
B If a Contractor database is used, the Contractor shall maintain access protection for the system, including an access control list for all authorized WFIRST Project personnel.
C The Contractor shall archive and make available to the WFIRST Project for the life of the mission, all test data from the beginning of either the first application of power at the component or end item level, or at the first major mechanical system actuations.
2.1.7 Export Control and Technology Transfer
A The Contractor and all subcontractors shall determine and identify whether information, data and records that it produces is designated International Traffic in
Arms Regulations (ITAR), Export Administration Regulation (EAR), proprietary, or can be released in the public domain.
B The Contractor and all subcontractors shall prepare, submit, and update as necessary any ITAR and Export Control licensing documentation required.
C The Contractor and all subcontractors shall prepare, submit, and update as necessary any EAR licensing documentation required.
D The Contractor and all subcontractors shall utilize the WFIRST International
Collaboration Annex / Technology Transfer Control Plan (WFIRST-PLAN-06321).
2.1.8 Government Insight
A The Contractor shall be open to Government attendance, all Contractor and subcontractor internal data, reviews, audits, meetings and other activities within the scope of the contract. For access and insight activity, “Government” includes
Government personnel and Government Contractor personnel.
B The Contractor shall allow and enable the use of Non-Disclosure Agreements
(NDA) with Government Contractors where appropriate.
C For meetings not called out in the DILS document, the Contractor shall notify the
Contracting Officer and the COR of meetings, reviews or tests in sufficient time
(nominally five working days) to permit meaningful Government participation. All major meetings shall follow the DILs document WFIRST-LIST-13054
D It is the understanding of the Government that a few essential internal documents and procedures are highly proprietary. In some cases, the Contractor can withhold the methodology in a single sub-step of the design, fabricate, assemble, or test in benign and low risk situations. The withholding of information of a methodology will be handled on a case-by-case basis, and access may involve a subset of the individuals listed above as “Government”. The Contractor cannot withhold information related to the output or result of a methodology or procedure. The
Contractor cannot withhold methodology or procedural information from a failure review board.
Communications
A The Contractor shall provide regular communications and meetings with WFIRST project to discuss programmatic, financial, contracts, technical, and mission assurance status and issues.
2.2.1 Weekly Meetings
A The Contractor shall report technical and programmatic progress in weekly meetings with the COR. In-person attendance is encouraged if Contractor personnel are on site at Goddard.
B The Contractor shall generate a brief email status to the COR to be used in reporting
LLVIS weekly status to the WFIRST Project.
2.2.2 Kick-off Meeting
A The Contractor shall organize and hold a Kick-off Meeting at the Contractor’s facility prior to any activity identified in this SOW. The kick off meeting shall be held no later than 15 calendar days after contract award. The Contractor shall provide to the NASA/GSFC COR a Kick-off Presentation Package and all other required deliverables. (CDRL PM-10) The Kick-off Meeting shall address program management and quality assurance activities outlined in this SOW, as well as the performance and environmental requirements outlined in the WFIRST-SPEC-12739 specification in sufficient detail to demonstrate understanding of contract requirements. At a minimum, the presentation package should cover the following areas:
Program Management organization Chart
Review of flow-down documentation (SOW, MAR, Spec, DILS, applicable documents
Review of key baseline assumptions
Quality Assurance including non- conformance processing
Design Description review of technical approach, phasing of PDR/CDR
Preliminary Interface Control Documents
Flight Heritage including review of applicable Lessons Learned
Review of Critical Processes
Facilities
EDU and Qualification Verification Plan and Procedure
Mechanical Analysis with Boundary Conditions
Review of Potential Risks and risk mitigation plan

2.2.3 Technical Interchange Meetings
A The Contractor shall provide a minimum of one Technical interchange meeting
(TIM) before the fabrication of the EDU. TIM’s will come up as needed to resolve and work out detailed technical issues (e.g. interfaces). As much as possible, these
TIMs will be held remotely, but in some cases, there will be technical matters where it will be more effective to conduct the TIM via face-to-face meetings.
Whenever possible, the location of these TIMs will alternate between GSFC and the
Contractor location. As a planning guide, the number of TIMs to be held at GSFC per year will be one, and the number to be held at the Contractor facility would be one, each for duration of 2 days. Attendance to these TIMs will depend on the topic to be discussed and should be limited to the appropriate personnel. Some examples of specific TIMs include, but are not limited to:

2.2.4 Reviews
A The Contractor shall support a Preliminary Design Review (PDR) for the LLVIS design. The Contractor shall submit a preliminary PDR presentation and all other required deliverable data prior to the review (CDRL PM-11). This PDR shall be attended by Goddard and will be presented before the Qualification Units are fabricated. At a minimum, the design package should cover the following areas:
Program Management
Quality Assurance
Electrical, Mechanical, and Environmental specifications
Parts, including stress analysis and radiation hardness assessment
Detailed architectural block diagrams for the different deliverable units
Fabrication, Assembly, and Inspection Flow plan
Facilities

C The Contractor shall support the Instrument Carrier Critical Design Review (CDR).
This will include a review package prior to the Instrument carrier schedule in table
3 (CDRL PM-13)
D The Contractor and the Government shall coordinate to finalize the review dates during regular weekly meetings, as outlined in Section 2.2.1.
E The Contractor shall organize and hold a Manufacturing Readiness Review (MRR)
(CDRL PM-14) at the Contractor’s facility prior to Fabrication of flight articles.
The Contractor shall incorporate the CDR and the MRR if possible in the same week. The purpose of the MRR is to show that the Contractor is ready to start assembling the Qualification unit and proceed to flight after completion of the qualification process.

F The Contractor shall conduct Test Readiness Reviews (TRRs) prior to the start of each environmental test as described in the specification WFIRST-SPEC-12739. A
TRR for each planned test or series of tests ensures that the test article
(hardware/software), test facility, support personnel, and test procedures are ready for testing and data acquisition, data reduction, and procedure and data control including configuration management and data storing and archiving. There should be a minimum of 2 TRR’s (CDRL PM-15) one before Qualification testing and the other before flight testing.
G The Contractor shall hold a Pre-Ship/ acceptance review at the Contractor's facility at the completion of verification tests and prior to the shipment of each hardware item to NASA/GSFC. There shall be a minimum of 2 acceptance reviews one for qualification completion and one before flight shipment. This presentation shall demonstrate completion of all activities required for delivery of any hardware deliverable item to NASA/GSFC, and note any activities that are incomplete. In particular, the Contractor shall present the completed verification matrix that shows verification of all requirements and presents actual data (results of tests or analyses) where applicable (CDRL PM-16). Any requirements that are not met shall be identified in the Deviations/Waivers etc. list and discussed with NASA/GSFC during the review.
H An End Item Data Package (EIDP) shall be made available for review during pre-ship reviews for each of the different hardware deliverables (CDRL PM-17). This package shall also be delivered with each end item with the level of detail required of that item.
I The Contractor shall implement a system for tracking the status and resolution of
Action Items initiated during peer and formal reviews whose status shall be reported at the formal reviews.
The following table summarizes the current reviews. Please note that the dates shown here are to be used as a guide for planning and cost estimating. These dates are subject to change during the course of the development effort.

2.2.5 Site Access
A NASA shall be granted access to the Contractor’s and subcontractor facilities.
Procedures for visit requests; contacts and authorizations will be coordinated with the LLVIS PM.
2.2.6 Reports
A The Contractor shall provide programmatic reports as outlined in the LLVIS DILS
(WFIRST-LIST-13054).
B The Contractor shall provide a Monthly Status Report identifying the technical and schedule progress made by the Contractor compared to the goals established for the
Program (CDRL PM-18). This report shall include but is not limited to:
a. Description of work performed, including updated milestone plan
b. Status of open waiver requests.
c. Cumulative action item list showing open and closed action items with ECD and assigned responsibility, as well as status of any open action items.
d. Description of significant problems and proposed solutions.
e. Risk and Opportunity management listing and status.
f. Status of Class I and Class II changes.
g. Material Review Board status.
h. Part and material status including subtier supplier status.
i. SDRL delivery status.
j. Other items as defined in applicable sections of the MAR.
C The Contractor shall provide electronically to the WFIRST project, when requested, within five business days, any LLVIS related plans, reports, technical memoranda, procedures, and analyses that are Contractor or subcontractor generated under this contract for the WFIRST mission, but not listed in the DILS.
Risk Management
A The Contractor shall present for approval a risk management plan in support of the
LLVIS.

A The Contractor shall comply with the applicable safety and mission assurance requirements and the corresponding Data Item Descriptions (DIDs) documented in subsections 3.1 through 3.6, 4.1, 4.2.1, 4.2.2, 6.5, 6.7, 6.8, 6.9, 6.11, 6.12 and sections 9 through 11, subsection 12.3, and sections 13 through 14 of the WFIRST
Mission Assurance Requirements (MAR) (WFIRST-RQMT-05819).
Note* Section 9 identifies electrical requirements and this can be negotiated depending on design
B All Close Calls and Mishaps per NPR 8621.1, major non-conformances, and test failures shall be reported to the COR and WFIRST Chief Safety and Mission
Assurance Officer (CSO) immediately and followed up with a written report within
24 hours of the occurrence.
C The Contractor shall prepare and provide inputs to the WFIRST Project Safety
Manager for the System Safety requirements defined in section 5 of the MAR, to identify, evaluate, and eliminate or control hazards in support of MAR DIDs 5-1 through 5-6
D The Contractor shall plan for Government Mandatory Inspection Points (GMIPS).
The Contractor shall provide work instructions, procedures, drawings, etc. that are appropriate for the activities. The following are examples of activities that may be subject to GMIPs.
- Unit and component level assembly – witness final assembly;
- Mechanical – final assembly and acceptance test;
- Rework and repairs to flight hardware;
- Pre-Ship Inspection/Data Review, etc.
4 SYSTEM DESIGN AND SUPPORT ACTIVITIES
Systems Engineering
A The Contractor shall establish and maintain a Systems Engineering Program for directing, specifying and overseeing the design and technical development of the
LLVIS and LLVIS GSE.
B The Contractor shall conduct systems engineering and systems management efforts to manage and verify requirements, perform risk assessment, conduct systems analyses and trade studies, sponsor peer reviews, manage interface control documentation, manage systems budgets, and guide an integrated design and test process.
C The Contractor shall develop and maintain a requirements traceability tool or utilize an existing tool and use that tool to demonstrate that the LLVIS design meets all requirements.
D For all LLVIS activities, the Contractor shall use the International System of Units
(SI) with the following exceptions:
1. SI units with parenthetical English units are permitted for engineering and manufacturing drawings.
2. Angular measurement may be expressed in degree of arc or in an appropriate subdivision of degree of arc such as minute or second of arc
(arc-min or arc-sec).
3. Hardware that has been previously built, or of similar design heritage, may be specified in English units where use of metric equivalents would lead to additional risk and cost to the program.
Systems Management and Engineering
A The Contractor shall document the plan, method, and artifacts of verifying all controlled technical requirements including inspection, analysis, demonstration, and test.
B The Contractor shall provide a Drawing Tree that includes all LLVIS and LLVIS
GSE drawings, plus updates and revisions, in accordance with (CDRL SE-1).
C The Contractor shall provide a Document Tree that includes all LLVIS and LLVIS
GSE documents, plus updates and revisions, in accordance with (CDRL SE-2).
Interface and Accommodation
A The Contractor shall write and maintain the LLVIS Interface Control Document
(ICD) that defines and controls the mutually agreed upon accommodation for the mechanical, thermal, electrical, and other interfaces between the LLVIS external elements described in the LLVIS (WFIRST-SPEC-12739), in accordance with the
LLVIS Interface Control Documentation (CDRL SE-3). The Government will provide inputs to the ICD for the GFP interfaces.
B The Contractor shall gather and incorporate inputs from all external element suppliers to support writing the ICD.
C The ICD shall show design details for all LLVIS (WFIRST- SPEC-12739) interface requirements for both sides of the interfaces.
System Analysis and Allocations
A The Contractor shall provide the following Computer Aided Design (CAD) , structural, and thermal math models, and other supporting analyses to the WFIRST
Project. The CAD models are used for integrated WFIRST engineering assessments and analyses required to ensure proper electrical, mechanical, thermal, and operational compatibility and performance between the Instrument Carrier and the spacecraft:
a. Thermal Math Model and Reports in accordance with (CDRL SE-4).
b. Mechanical CAD Model and Reports in accordance with (CDRL SE-5)
c. Structural Math Model and Reports in accordance with (CDRL SE-6)
B The Contractor models shall meet the requirement of the Math Model Guidelines
(WFIRST-SPEC-05417).
C The Contractor shall develop a plan to correlate and validate the math models in accordance with the Model Validation Plan (CDRL SE-7).
Contamination Control and Analysis
A During all phases of the project the Contractor shall comply with the contamination requirements documented in the WFIRST Contamination Control Plan (CCP)
(WFIRST-PLAN-06635).
B The Contractor shall document compliance with the CCP (WFIRST-PLAN-06635) in accordance with the LLVIS Contamination Control Implementation Plan (CDRL
SE-8).
C The Contractor shall provide suitable access-limited, clean room facilities as specified by the WFIRST CCP (WFIRST-PLAN-06635), including high-speed
Internet connections, for post-delivery processing of GFP hardware, data, and GSE by instrument provider personnel.
D The Contractor shall provide “contingency” capability of a temporary clean bench/tent if required for offline GFP processing/testing.
5 DESIGN AND DEVELOPMENT ENGINEERING AND ANALYSIS
Design and Analysis for both Launch lock and Isolator
A The Contractor shall provide all personnel, facilities, and support necessary to design and analyze a flight LLVIS satisfying all LLVIS (WFIRST- SPEC-12739) performance, functional, and interface requirements.
B The Contractor shall support Mission-level analyses such as coupled loads analysis, jitter analysis, and structural optical thermal performance (STOP) analysis
C The Contractor shall report structural analyses in accordance with the Structural
Analyses Reports (CDRL SE-9).
D The Contractor shall provide LLVIS model correlation for environmental testing.
E The Contractor shall submit an updated LLVIS structural model and accompanying test correlation report to reflect model changes required to fit the test correlation results in accordance with the Correlated Structural Finite Element Model (FEM) for final Integrated Modeling (IM) and Reports (CDRL SE-10).
Spares, Redundancy, and Long Lead Procurement
The following requirements apply to the LLVIS.
A The Contractor shall qualify, test, and calibrate the spare parts to the same standards as the flight articles consistent with their spared level of assembly.
B The Contractor shall provide a Spare Parts Plan and List plus all updates and revisions, in accordance with (CDRL SE-11).
C The Contractor shall identify critical procurements of long lead materials and items that must be procured in order to support the LLVIS master schedule.
6 ASSEMBLY, INTEGRATION AND TEST
The LLVIS Assembly, Integration, and Test (AI&T) applies to one life test unit, one Engineering
Development Unit (EDU), one qualification unit, one spare flight unit, and six flight units. A unit refers to either an integrated Launch Lock and Isolator assembly, or Launch Lock and Isolator as separate components. The Contractor shall identify the testing required to ensure that 6 flight articles with one spare will meet WFIRST requirements and the requirements of the LLVIS
Specification.
LLVIS Qualification and EDU Assemblies
A The Contractor shall provide a description of LLVIS subsystem and component assembly in accordance with the Production Plan (CDRL IT-1).
B The Contractor shall generate work instructions for hardware assembly as part of the end item data package. These work instructions shall be available for review by
GSFC at any time.
C The Contractor shall assemble the LLVIS hardware per the approved work instructions.
D The Contractor shall perform assembly level testing per the standard Contractor procedures and the approval of GSFC.
LLVIS Flight Integration
A The Contractor shall accommodate the IC delivery schedule or identify any issues.
B The Contractor shall provide appropriate space for hardware and associated GSE.
C The Contractor shall integrate all flight hardware using approved procedures, tools and GSE.
Performance Verification and Design Qualification
A A Verification Plan shall be generated by the Contractor to describe the details of how the analyses, inspections, and verification tests identified in the WFIRST-
SPEC-12739 Specification will be performed (CDRL IT-2). Verification tests shall demonstrate the item meets all of the specified performance requirements over the specified range of environments, measure performance parameters and reveal inadequacies in manufacturing and assembly such as workmanship or material problems. Any requirement that exceeds previous qualification test data shall be presented to the NASA/GSFC COR as part of the planning process for evaluation and a possible delta qualification test.
The plan shall state the purpose of each test, state acceptance criteria, describe in detail the test method, set up, instrumentation, data analysis methods (if applicable), and give the test sequence. The plan shall include a verification matrix summarizing how all requirements are verified (analysis, inspection, test, per the definitions in the Spec.), and listing all tests that will be performed on the LLVIS.
This plan shall be a Contractor controlled document and shall indicate all changes made after the initial approval by the NASA/GSFC COR. After Verification Plan approval, no changes shall be made without written NASA/GSFC COR approval.
B The Contractor shall generate individual test plans plus updates and revisions for each verification test per the LLVIS Assembly, Integration, and Test Plan, in accordance with the Individual Test Plans (CDRL IT-3).
C The Contractor shall provide a method whereby GSFC can review and comment on the test plans.
D The Contractor shall generate individual test procedures plus updates and revisions, in order to implement the test plans and to provide input to WFIRST payload and observatory level test procedures, in accordance with the Test Procedures (CDRL
IT-4).
E The Contractor shall provide a method whereby GSFC can review and comment on the test procedures.
F The Contractor shall perform tests per the approved test procedures. These tests include but are not limited to:
Functional and Performance
Structural and Mechanical
Electromagnetic Compatibility/Electromagnetic Interference
Thermal
Alignment and Calibration
G The Contractor shall hold a post-test review with GSFC prior to test disassembly.
The criteria for test disassembly should be clearly defined in the test plan.
H The Contractor shall generate Test Reports per (CDRL IT-5).
Logistics
A The Contractor shall comply with NASA NPG 6000.1H, Requirements for
Packaging, Handling and Transportation for Aeronautical and Space Systems, Equipment and Associated Components when handling and transporting hardware, documentation, software and Ground Support Equipment among test facilities, Goddard Space Flight Center (GSFC), and the launch site.
B The Contractor shall provide a LLVIS, and GSE Transportation Plan in accordance with the Transportation Handling Plan and Procedures (CDRL IT-6).
C The Contractor shall provide the shipping container and environmental monitoring equipment to demonstrate that no transportation design loads are exceeded.
D The Contractor shall ensure that environmental requirements (per the LLVIS
WFIRST- SPEC-12739) and the Contamination Control (WFIRST-PLAN-06635)) are met while shipping.
Post Delivery Support
A The Contractor shall support Payload and Observatory level integration and testing activities at GSFC after LLVIS delivery and acceptance. Activities include, but are not limited to set up and instruct technicians at GSFC for use of the Contractor’s devices. Specifically any reset and refurbishment that will need to be performed at
GSFC For the purpose of this SOW the Contractor shall assume 80 hours of work.
B The Contractor shall provide a written manual for refurbishment of the LLVIS.
This would include electrical and mechanical resetting and/or replacing of LLVIS parts. (CDRL IT-7)
Hardware Deliverables
A The Contractor shall deliver one Launch lock EDU (HW-1)
B The Contractor shall deliver one Isolator EDU (HW-2)
C The Contractor shall deliver one launch lock qualification unit (HW-3)
D The Contractor shall deliver one Isolator qualification unit (HW-4)
E The Contractor shall deliver 6 qualified flight Launch Locks (HW-5)
F The Contractor shall deliver 6 qualified flight Isolators (HW-6)
G The Contractor shall ship one spare flight qualified Launch lock (HW-7)
H The Contractor shall ship one spare flight qualified Isolator (HW-8)
7 GOVERNMENT FURNISHED PROPERTY & SERVICES
None
8 GROUND SUPPORT EQUIPMENT
This section applies to Contractor-supplied GSE.
A The Contractor shall design, develop, integrate, test, and certify GSE necessary for the assembly, alignment, integration, calibration, and environmental, functional and any performance testing of the LLVIS at GSFC in accordance with NASA-STD-
5005D, Standard for the Design and Fabrication of Ground Support Equipment.
B The Contractor shall design and certify Dollies, Stands, and shipping containers per
540-PG-8700.2.1C, Design and Certification of Dollies, Stands, and Shipping
Containers.
C GSE shall include deliverable items listed in the contract as well as equipment required for the Contractor’s own use.
D The Contractor shall provide the GSE for use by the Government as requested during LLVIS integration and testing.
E The Contractor shall provide a manual for the GSE in accordance with the
Maintenance, Test and Operations Manual for GSE (CDRL IT-8).
F The Contractor shall design, test and certify GSE that interfaces directly to the flight hardware per the requirements in the LLVIS (WFIRST- SPEC-12739) and the
MAR.
Electrical Ground Support Equipment
A The LLVIS Contractor shall be responsible for Electrical GSE (EGSE) required to integrate and test the LLVIS. The functions include: power, data, commands, and grounding.
Mechanical Ground Support Equipment
A The LLVIS Contractor shall be responsible for Mechanical GSE (MGSE) required to integrate and test the LLVIS. The functions include: assembly integration and test work-stands, lifting, transporting, and storing, as well as environmental test fixtures for structural and vibration testing. This also includes and resetting or refurbishment GSE that will be needed for post-delivery support.
Thermal Ground Support Equipment
A The LLVIS Contractor shall be responsible for thermal GSE (TGSE) required to test the LLVIS in the thermal vacuum chamber.
9 DELIVERY INSTRUCTIONS
A Except as otherwise provided in this Contract, the point of inspection, acceptance and delivery of all DILS items deliverable under this Contract shall be the NASA
Goddard Space Flight Center, Greenbelt, Maryland 20771.
B All such deliverables shall be packaged, packed, boxed or crated in such a manner to ensure safe delivery and shall be shipped prepaid and at the Contractor’s expense to the point of delivery.
The LLVIS shall be shipped from the Contractor. The point of delivery for the
LLVIS shall be at GSFC, Maryland.
Residual flight and non-flight hardware shall be identified and GSFC will recommend disposition
