About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Drum is seeking to procure a Wavelength Meter, specifically a Fizeau Laser Wavemeter or equivalent device. This precision optical instrument is designed for scientific and research applications, with requirements including a compact measurement device capable of accurately measuring wavelengths between 350-1120nm without recalibration. The device must feature built-in measurement and calculation capabilities, a color display, ethernet and USB interfaces, and compatibility with LabVIEW, MATLAB, and Python drivers. The solicitation requires the device to have high-precision specifications, including 600 MHz absolute accuracy, 10 MHz resolution, and the ability to perform self-contained wavelength measurements. The solicitation was posted on January 29, 2025, with proposals due by February 18, 2025, giving potential vendors approximately three weeks to submit their responses.

The contract is designated as a total small business set-aside, targeting smaller manufacturers in the optical instruments and test equipment sector (NAICS 334610). The place of performance is specified as West Point, NY 10996, indicating a potential military research or educational installation as the end-user. While specific award value details are not provided in the solicitation, the technical complexity and specialized nature of the wavelength meter suggest a potentially significant procurement. The device's advanced features, including external triggering capabilities, PID feedback, and wide bandwidth mode for pulsed laser applications, indicate it is intended for sophisticated scientific or research environments. The procurement falls under the PSC Category 6650 for optical instruments and test equipment, further signaling the technical specificity of the required equipment.

Notice text

FZW Fizeau Laser Wavemeter or equivalent

A compact wavelength measurement device, providing reliably accurate measurements over a wide range of wavelengths (350-1120nm) without recalibration, and up to 1280nm on request. The measurement and calculation is performed on the device, with the result displayed on the screen; no need for a host computer.

Equipped with ethernet and USB interfaces to allow for integration into existing control systems (LabVIEW, MATLAB and python drivers provided) using simple text-based commands.  A simple one-button recalibration procedure using an external reference source compensates for any long-term drift. External triggering and wide bandwidth mode allow use with pulsed lasers.

600 MHz (3σ) absolute accuracy, 350 to 1120nm

Built-in PID feedback with analogue output

Self-contained with colour display

wavelength range: 400nm to 1120nm

accuracy:  600 MHz (3σ) @ 400nm – 1100nm; typically 200MHz

resolution: 10 MHz (full speed); 1 MHz (100-sample average)
