About this opportunity
The United States Coast Guard Aviation Logistics Center (ALC) issued a Special Notice announcing its intent to award a sole source Basic Ordering Agreement call to Sikorsky Aircraft Corporation for various aircraft components. The procurement involves four specific items for the MH-60T helicopter, including an oil cooler panel assembly, fairing assembly, panel assembly, and drain assembly, with four units required of each item totaling 16 units. The Coast Guard is utilizing simplified acquisition procedures under FAR 13.106-1(b)(1), citing that these items are available from only one source as Sikorsky is the Original Equipment Manufacturer holding all technical data rights. The procurement falls under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with a size standard of 1,250 employees and carries PSC code 1560 for airframe structural components. The notice explicitly states that no small business set-aside is being used and the requirement is unrestricted.
The purpose of this Special Notice is to inform the marketplace of the Coast Guard's intent to procure these specialized aircraft components on a sole source basis while providing an opportunity for other responsible sources to submit competitive quotations. Interested contractors must submit quotations to the specified email addresses with solicitation number 70Z03825QJ0000143 in the subject line no later than 2:00 PM EST on February 10, 2025. Delivery is required within 365 days after receipt of order, with a target delivery date of December 23, 2025, though early shipments are encouraged at no additional cost to the government. The government retains sole discretion in determining whether to compete the procurement based on responses received, and award decisions will be based on fair and reasonable pricing determinations. Inspection and acceptance will be performed at origin by the Defense Contract Management Agency (DCMA), with F.O.B. terms set at origin.
