About this opportunity

The Defense Logistics Agency (DLA) Aviation, operating through DLA Weapons Support in Richmond, has issued a Sources Sought Notice for 20 National Stock Numbers (NSNs) representing various aircraft components for the V-22 program. The notice seeks to determine whether companies other than the current sole-source provider can manufacture or legitimately obtain these items, which include wiring harnesses, cable assemblies, brackets, tube assemblies, fasteners, and other structural and electrical components. Currently, Bell Textron Inc. (CAGE Code 97499) holds approval as the sole source for these items. To be considered as an approved alternative source, companies must submit a Source Approval Request (SAR) package that demonstrates their product meets or exceeds the quality and specifications of the currently approved Bell components. Importantly, this is a market research notice and does not constitute a solicitation or commitment to award a contract, and no government funds are available to support response preparation. The deadline for interested parties to inquire about the Source Approval Request process is February 16, 2026, and all SAR submissions must be made through the DoDSafe secure system via email to dlaavnsmallbus@dla.mil with the subject line "Request a SAR Drop Off."

This opportunity carries no specific set-aside designation for small businesses or other categories. Bell Textron Inc. remains the incumbent and currently approved source for all 20 NSNs listed in the procurement. The notice does not disclose anticipated award values, contract duration, or procurement quantities, as this is a pre-solicitation market research phase rather than a formal solicitation. The parts list encompasses diverse Federal Supply Classes ranging from 1560 to 6150, reflecting multiple aircraft component categories critical to V-22 assembly and maintenance operations. Organizations interested in challenging Bell's sole-source status must demonstrate manufacturing capability and quality equivalency or superiority through the formal SAR program, which represents the government's primary mechanism for identifying and qualifying alternative suppliers for these specialized aircraft components.

Notice text

Defense Logistics Agency (DLA) Weapons Support (Richmond) is issuing this Sources Sought Notice as a means of conducting market research to determine if other companies are capable of manufacturing (or legitimately obtaining) the attached 20 NSNs (see PDF attachment). THERE IS ONE APPROVED SOURCE FOR THESE ITEMS: BELL, CAGE 97499. NSNs found not to be sole source will not be considered for future procurement under this Sources Sought.

This Sources Sought Notice is for informational purposes only.  This is not a request for an offer.  This does not constitute as a solicitation and shall not be construed as a commitment by the Government.  Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.  No funds are available to pay for preparation of responses to this announcement.  Any information submitted by respondents to this technical description is strictly voluntary.

If your company desires to be reviewed and qualified as an "Approved Source" for this item, submit an application package through the Source Approval Request (SAR) Program.  A SAR package contains all of the technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality, or better, than the required item.  The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item, which DLA Aviation is procuring.

These items require Government Source Approval prior to award. THERE IS ONE APPROVED SOURCE FOR THESE ITEMS: BELL, CAGE 97499. If you are not an approved source, you must submit a Source Approval Request (SAR). DLA Weapons Support can only receive Source Approval Requests (SAR) through DoDSafe link due to internet/web safety concerns per Engineering. To submit your SAR, please send an email to: dlaavnsmallbus@dla.mil, subject line "Request a SAR Drop Off". Include CAGE code, the NSN, and the email address where you want to receive the DoDSafe link. After DLA Aviation Small Business receives your email request, a DoDSafe drop off will be returned, where you can download your SAR file and return.
