About this opportunity
The United States Postal Service intends to solicit irradiation services for government mail and has issued a Request for Information due June 12, 2026, for planning and market assessment purposes only. This RFI is not a commitment to award a contract or pay for information submitted; responses will support internal business case evaluation and market viability assessment.
The USPS seeks a contractor to provide irradiation treatment for mail (letters, flats, and parcels) destined to government agency addresses. Mail will be presented in sealed containers and processed using X-Ray technology exclusively (preferred) or a combination of E-Beam and X-Ray. X-Ray systems must be at least 5MeV; E-Beam systems must be at least 10MeV. The contractor must achieve a minimum dose of 53 kilograys per processing run, with post-processing dosimeter certification required.
The primary irradiation facility must be located within reasonable driving distance of the Government Mail Facility (Zip Code 20018, Washington, DC); alternate secondary facilities may be proposed subject to USPS Contracting Officer and United States Postal Inspection Service approval. The contractor shall process daily deliveries averaging 1,100 lbs per day (approximately 1–3 palletized containers) same-day upon receipt, with pickup the following day. Additional requirements include inbound container inspection, monthly performance tracking, incident reporting processes, support for ad hoc testing, regular equipment maintenance with semi-annual or annual reevaluations, and maintenance of a Quality Management System subject to annual USPS audits.
Respondents must submit written technical responses, supplier experience documentation with Dun & Bradstreet ratings, detailed cost proposals with timelines for upgrade or replacement options, and a written report with recommendations and pros-and-cons analysis. Final submissions are due by 5:00 PM ET on June 12, 2026, to Edsel Basco (edsel.c.basco@usps.gov) and Jingjie Liu (jingjie.liu@usps.gov). Amendment 001, issued May 26, 2026, attached a consolidated question-and-answer list to the RFI.
