About this opportunity
The U.S. Coast Guard is soliciting proposals for cargo hold hatch cofferdam drain piping renewal work on the USCGC ALDER (WLB 216), a Coast Guard vessel. This solicitation requires the contractor to crop out and renew necessary portions of 3-inch and 2-inch diameter piping and funnel pieces located in compartment 2-30-0-AA, including fabrication, installation, and testing of new piping systems in compliance with Coast Guard Drawing 225-WLB-528-001, REV K. Key contract requirements include furnishing and installing protective measures, handling all interferences, preventing contamination of personnel and spaces, removing and disposing of fluids in accordance with applicable Federal, state, and local regulations, installing new pipe hangers and labeling systems, and performing leak testing at normal operating pressure with zero visible leakage acceptance. The contractor must also provide a Marine Chemist and competent person with appropriate hot work certifications, notify the vessel's point of contact of planned hot work activities, and ensure all personnel possess valid TWIC identification or state-issued identification. The solicitation was posted on April 30, 2026, with a proposal due date of May 11, 2026.
This is a Total Small Business set-aside contract, limiting competition to small business entities. The work will be performed at Guard Sector San Francisco, Yerba Buena Island, San Francisco, California 94130, during one of two available periods: May 31 through June 15, 2026, or July 4 through July 25, 2026. The Statement of Work specifies that contractors must comply with all applicable Federal, state, and local laws and regulations, including requirements for marine chemist certification, competent person designation for hot work, and proper installation of insulation materials per ASTM F683 standards and touch-up preservation coating per SFLC Std Spec 6310. No specific budget range or award value is disclosed in the solicitation notice, though the work is classified under NAICS 336611 (Ship Building and Repairing) and PSC J020 (Maint/Repair/Rebuild Of Equipment—Ship and Marine Equipment). The relatively short proposal timeline of 11 days suggests the Coast Guard intends to award this contract expeditiously to accommodate the vessel's scheduled availability windows.
