About this file
This is a Statement of Work (SOW) for cargo hold hatch cofferdam drain piping renewal work on the USCGC ALDER (WLB 216), a U.S. Coast Guard vessel.
The Keeper of the Tender (KTR) contractor must renew necessary portions of the cargo hold hatch cofferdam drain piping located in compartment 2-30-0-AA. Key deliverables include: furnishing and installing protective measures per SFLC Std Spec 0000; handling all interferences and contaminating prevention in compliance with Federal, state, and local regulations; removing and disposing of fluids from the affected piping system; cropping out 3-inch and 2-inch diameter piping and funnel pieces using Coast Guard Drawing 225-WLB-528-001, REV K as guidance; fabricating and installing new piping with required gaskets and seals; providing sealing means for open piping; furnishing and installing new pipe hangers as necessary; labeling affected piping with system service name, destination, and three-inch directional flow arrows; performing leak testing at normal operating pressure with zero visible leakage acceptance; and installing new insulation materials at appropriate thicknesses per ASTM F683 Tables. Touch-up preservation coating must match existing adjacent surfaces per SFLC Std Spec 6310.
The vessel is available during two periods: May 31 – June 15, 2026, and July 4 – July 25, 2026. Work location is Guard Sector San Francisco, Yerba Buena Island, San Francisco, California 94130. The KTR must provide a Marine Chemist and competent person with appropriate certifications for hot work, notify the vessel's point of contact of planned hot work via the unit-provided Hot Work Chit prior to close of business the day before work, and provide all necessary fire watches. Personnel must provide TWIC identification (preferred) or state-issued identification numbers including issuing state. The contractor must comply with all applicable Federal, State, and Local laws and regulations.

o Fabricate necessary piping arrangement previously cropped IAW CG Drawing.
o Install all fabricated piping to include all required gaskets/seals IAW CG
Drawing.
o KTR must provide a means of sealing any open piping while any portion of the system is open (i.e.: upstream valve blind flange).

Leak Test: After completing all authorized mechanical (i.e. threaded, bolted, etc.)
joint repairs, the Contractor must test the affected piping system's operation using the system fluid at normal operating pressure. Ensure zero visible leakage from or deformation of mechanical parts by repairing all leaks and discrepancies.
Touch-up preservation: The KTR must prepare and coat all new and disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, (Touch-ups and minor coating repairs.)
Piping insulation installation: The KTR must install new insulation materials over the exposed pipe surfaces at thicknesses appropriate to the application and temperature ranges specified in ASTM F683 Tables.
o Associated pipe hangers o Valves o Fittings o Flanges
