About this opportunity
The Air Force Research Laboratory (AFRL/RMZB) at Wright-Patterson Air Force Base, Ohio, issued a Notice of Intent to Award Single Source on July 31, 2026, for two Inductively Coupled Plasma Mass Spectrometer (ICP-MS) units to support the United States Air Force School of Aerospace Medicine's Industrial Hygiene Laboratory, with responses due by August 15, 2026 at 5:00 p.m. Eastern Time. AFRL intends to award a sole source purchase order to Agilent Technologies, Inc., under FAR 12.102(a), citing Agilent as the only vendor capable of providing the required ICP-MS and proprietary MassHunter software for data continuity with existing validated laboratory methods.
Each ICP-MS system must include a dedicated Windows 10 computer, MassHunter Advanced Acquisition data analysis software, and capability to perform ultra-low-level quantification of OSHA-regulated heavy metals (arsenic, cadmium, lead) and export data in custom comma-delimited format compatible with the Laboratory Information System. The contractor shall provide on-site installation, online training, and ongoing technical support for both units.
All responsible sources and authorized distributors may submit a capability statement against the Minimum Requirements Document (dated July 29, 2026), quotation, or exception to the sole source intent via email to Mr. Jason B. Sav at jason.sav@us.af.mil. Email subject line must read "Notice of Intent to Award SS - Inductively Coupled Plasma Mass Spectrometer (ICP-MS)." The Government will consider responses solely to determine whether to conduct competitive procurement.
