Troutdale Warehouse Roll Up Doors
The General Services Administration (GSA) is issuing a SOLICITATION NOTICE for a Request for Quote (RFQ) firm fixed price construction contract for design and installation of warehouse roll up doors.
See attached Statement of Work and attachments for details. This acquisition is 100% set aside for Small Businesses under NAICS 238290 (Size Standard $15 Million). The magnitude of construction is estimated to be between $100,000 and $250,000.
All work under this contract will be performed at the Troutdale Warehouse located at 202 NW Graham Road, Troutdale, Oregon 97060. A Site Visit is scheduled for July 10, 2018 at 9:00 AM Pacific Time. Offerors are encouraged to attend the Site Visit. Please send your firm's notice to attend the Site Visit to both terry.martinson@gsa.gov AND matt.chaison@gsa.gov at least 48 hours prior to the scheduled Site Visit.
Note: In accordance with GSAM 528.1, the GSA no longer requires a bid guarantee, performance bonds, or payment bonds for 8(a) construction contracts under $150,000.
The date for issuing the solicitation is June 29, 2018 and receipt of proposals is July 27, 2018 at 3:00 PM Pacific Time and completing contract performance 150 days after notice to proceed. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at www.fbo.gov. No paper copies of this solicitation are available. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at www.sam.gov to receive a Government contract award. Online Representations and Certifications Application (ORCA) must also be current to qualify to receive an award.

Sources Sought Notification
This Sources Sought notification is being issued in accordance with Federal Acquisition Regulation Part 10, Market Research. It is for information, planning, and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the General Services Administration (GSA). The purpose of this Sources Sought is to help GSA understand the industry best practices and technical solutions capable of providing the full range of requirements described in this Sources Sought. GSA will use this market research information to assess the market's capability to successfully meet GSA Region 10's Troutdale Warehouse Roll Up Doors requirement.
Additionally, this Sources Sought notification is to determine the availability and capability of qualified small businesses (including Small Business Administration Certified 8(a) companies; firms in Historically Underutilized Business Zones (HUBZone); Service-Disabled Veteran-Owned small businesses; and Women-Owned small businesses).
GSA welcomes responses from all interested parties.

Sources Sought Response Requirements:
Responses to this notice shall be limited to ten pages (excluding marketing literature and/or technical data sheets and/or resumes) and must include:
1. A capability statement in response to each of the individual draft Statement of Work (SOW) requirements.
2. Description of the company's past performance and experience with design and structural engineering; and installation of roll up doors that is of a similar scope and size. Provide information (Government or commercial entity, contract/purchase amount, location, etc.) relating to each of the past performance descriptions.
3. Responses to the following questions:
a. Are any of GSA's specific requirements too restrictive? In other words, are any of the requirements too specific that it would eliminate a commercial product or products that could potentially more than satisfactorily satisfy GSA's goals?
b. Any suggestions regarding the GSA's requirements and/or SOW?
c. Any other comments regarding this potential acquisition?
4. Organization name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives.
5. Commercial pricing list(s) or other pricing information, if applicable and available.
6. Customary practices, including warranties, discounts, and contract type(s) under which commercial sales of the products or services are made, if applicable and available.
7. DUNS number and CAGE code.
8. Written confirmation of registration in SAM (www.sam.gov). Offerors must be registered to be considered as a source.
9. Please provide the size classification of your business under the appropriate NAICS code. If you are classified as a small business, HUBZone small business, Service Disabled Veteran Owned small business, Woman-owned small business and/or 8(a) certified small business, please provide a detailed capability statement, focusing on your firm's proven ability to provide the range of requirements.
Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the outcome of GSA's review of the information received. Additionally, GSA does not intend to hold discussions concerning this Sources Sought with any interested parties. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. However, GSA reserves the right to contact one or more of the respondents if additional information is required or to request demonstrations.
Information obtained as a result of this announcement may be reflected in the subsequent solicitation if issued. This announcement is Government market research and may result in revisions in both its requirements and its acquisition strategy based on industry responses.
