Statement of Work
DRAFT Troutdale Warehouse Roll Up Doors Statement of Work
May 22, 2018
1.1 Project Description:
A. Contractor shall provide all labor, materials, tools and equipment necessary to perform the building modifications described below. This project is located at the Troutdale Warehouse, 202 NW Graham Road Troutdale, Oregon 97060. All work shall be in accordance with these specifications and attachments.
1.2 Performance Period:
A. The performance period for this contract shall be 90 (ninety) calendar days from contract
Notice to Proceed (NTP) to substantial completion. The Contractor shall commence all non-physical construction requirements of this contract to include submittal of bonds and/or insurance documents, background investigation documents (as applicable) and material submittals within 15 (fifteen) calendar days after contract award. NTP will be issued by the Contracting Officer (CO) upon acceptance by The GSA of all required documents, submittals and receipt of Security clearances. Physical work shall only be allowed after the issuance of NTP.
B. Final contract completion shall occur no later than 30 (thirty) days after project substantial completion. Final contract completion includes all site cleanup activities, punch list items, closeout documentation and final invoicing (reference 1.4 Submittals).
1.3 Work Specifications:
All elements described below are further illustrated in the site photographs located in section
1.12 and included drawings labelled DWG 001 Floorplan & Troutdale Sketch.
A. Design/Structural Engineering:
1. This design and structural engineering shall facilitate all the major and minor structural and finish details necessary for the following installations.
2. The design and structural review shall be approved prior to any installations and/or material procurement.
a. Site investigation and design phase to 95%:
1. The contractor shall investigate the conditions of the existing warehouse complex to determine the most economical solutions to meet these requirements, per the provided programming documents and referenced standards. The contractor shall verify all conditions for design purposes.
2. The contractor shall provide the GSA with working Design documents prepared to 95%, demonstrating the integration and effectiveness of the Government provided programming documents in Attachments DWG 001 Floorplan & Troutdale Sketch, with the existing building systems.

3. The design shall incorporate applicable regulatory requirements of Authorities Having Jurisdiction (AHJ), Region 10 policy and National, State and local building codes and shall be expressed, at a minimum, as sketches, renderings and models, for government review and comment.
i. The contractor shall provide GSA the proposed products, characteristics and material literature for Government review and acceptance.
1. The contractor shall provide GSA value analysis and/or options for further design development and best value to the Government.
2. The contractor shall provide GSA with preliminary schedules for construction.
3. Construction Documents, 100%:
a. The contractor shall provide GSA with fully designed, 100% Construction Documents. The Government will make a final review and provide comments, noting final clarifications required and/or acceptance of the design for construction.

B. Overview:
1. Design/engineer an opening in the existing red clay Concrete Masonry Unit (CMU) wall on the north end of the warehouse space, Bay 1 to accommodate the following:
a. Provision of an Overhead Door Company series 620 Rolling Door or an approved equivalent as this door is the building standard. Rolling door shall meet these additional salient characteristics: 12’ wide x 12’ in height; 22 gauge galvanized steel and be powder coated to match existing building paint scheme.
1. Door & trim color: Miller Paint “Film Noir”

2. Lead paint remediation/containment and disposal, reference attachment 1, labelled
“Troutdale Lead Report 1997”. (* NOTE* this warehouse space was cleaned, abated and repainted in the spring/summer of 2017, however hazardous material precautions shall still apply as that project did NOT strip the building). As this is in an open industrial area the level of effort is as follows, described as “partial containment preparation” and is described as “tasks requiring partial containment include items such as: Selective demolition, exterior paint removal, patching and repair of painted components and other tasks where incidental exposures to airborne lead concentrations are likely to occur. Historical testing and monitoring of similar procedures may alleviate partial containment requirements”. The Contractor shall perform the following procedures in the order in which they are presented and describe procedures for exterior paint removal and other work in non-isolated work areas:
a. Restrict access to work area by erecting temporary fencing or barrier tape and post warning signs at the perimeter around the work area to adequately notify the general public.
b. Cover surfaces below work area with 6-mil plastic sheeting,
c. The contractor may propose a distance less than 5 ft. with controls in place upon the approval of the COR. Provide adequate anchoring to plastic sheeting to avoid damage from wind and work traffic. Use heavy reinforced plastic sheeting for exterior containment if necessary. Do not conduct exterior work if wind speeds are greater than 20 miles per hour or if paint chips cannot be controlled within the work area. On rainy days, outside work must stop and be cleaned up if paint chips cannot be controlled.
d. Have emergency cleanup equipment and supplies, including HEPA vacuum, wash water, disposal bags, mop, buckets, towels and sponges, on hand prior to start of the work.
e. Clean work areas with HEPA vacuum and wet wash during and after paint removal activities. Avoid excessive accumulation of stripped material in work areas. Pick up all visible paint chips around exterior of building.
f. Refer to attachment 1 “Troutdale Lead Report 1997” and OSHA (USDOL) abatement and safe handling practices for any additional information.
3. Prepare site and provide a cement approach for the new roll up door. The approach shall be the width of the new door opening and extend away from the building no less five feet (5’). This approach shall be broom finished and shall be poured to industry standards for commercial vehicle approaches. The maximum weight of 20,000 pounds for a single axle and 34,000 for a dual axle shall apply. This may include doweling or “J” hooks to footing, rebar grids and/or wire mesh. This installation may require multiple compacted lifts of 5/8” crushed gravel to achieve Design/engineering to determine.
4. Final grade, 5/8” +/- crush gravel to complete approach area disturbed during construction.
5. Construction continued; Bays 6 & 7:
a. Remove and dispose of two (2), 12’x12’, six (6) panel overhead doors and tracks.
b. Provision of two (2) Overhead Door Company series 620 Rolling Door or an approved equivalent as this door is the building standard. Rolling door shall meet these additional salient characteristics: 12’ wide x 12’ in height; 22 gauge galvanized steel and be powder coated to match existing building paint scheme.

c. Provide two (2) RHX Heavy Duty Hoist Jackshaft 1.2 HP 115/208/2300-1
(OPRHXH5001B) rolling door openers or an approved equivalent.
1. Each of the two openers shall be equipped with one (1) interior hardwired push button opener, one (1) commercial operator radio transmitters and one
(1) exterior hardwired keyed override per door.
i. The total of two (2) button operators shall be placed, looking from the interior of the warehouse, to the left of the coiling door in between the coiling and person doors. These buttons shall be placed at 42” from the finished floor.
ii. The total of two (2) keyed overrides shall be placed, looking from the exterior of the warehouse, to the right of the coiling doors between the coiling door and the person door. These keyed overrides shall be placed at 42” from the finished floor and shall be placed within an NEC approved weatherproof box.
1. The two (2) keyed overrides shall be keyed the same with an agency specific sub master and a property management specific building master keying. These keying specifics to match the existing agency and building standards and shall be provided and coordinated with the
PMO.
a. Four (4) keys to be provided in total; two (2) building masters and two (2) agency specific sub masters.
d. Provide and install two (2) 30 amp circuit breakers for a Cutler Hammer Eaton 120/240 panel to facilitate the installation of power to the OPENERS.
1. Provide and install #12 3-wire copper conductors, type THWN-THHN.
i. The approximate overall distance of wire and conduit runs is assumed at two hundred and seventy five lineal feet (275 lf).
ii. ¾” EMT conduit.
1. EMT shall be properly supported by braces and securely fastened in place and shall be installed in accordance with the National Electrical Code (NEC) and NFPA section 70HB14.
2. Reference Western Tube Guidelines for installation of steel tubing and conduit for further installation guidelines.

C. Please reference included photos and DWG 001Floorplan & Troutdale Sketch for additional project details.
1.4 Submittals:
Material submittals shall be provided to the Government no later than (NLT) 15 (fifteen) calendar days after award of contract. All submittals shall be accompanied by a completed GSA Submittal Transmittal Form (see attached). Clearly mark material submittals to identify which products and options are applicable to this contract (this is especially important with product data in which multiple items and/or optional items are provided for on the same sheet). The rejection of a submittal by the GSA COR (General Services Administration Contracting Officer’s Representative) is not sufficient reason to extend the contract performance period. Upon GSA COR acceptance of submittals, the GSA Contracting Officer (CO) will issue notice to proceed (NTP) to the Contractor. The actual Construction Period available to the Contractor will vary depending on the amount of time taken to complete the bonds, background investigations, and material submittal process. Allow 10 (ten) calendar days for review and approval of all submittals. Contractor shall provide submittals and receive approval prior to ordering materials.

e. Release of Claims.
1.5 Security:
A. All workers shall pass a background screening prior to the start of the work. See attached
“GSA Vendor Fitness Determination Training Manuel”.

1.7 Material Compliance Requirements:

1.8 Recycling Requirements:
A. Maximize recycling of all construction & demolition debris.
1. Divert demolition recyclable / reusable items and materials from landfills and incineration facilities to reusable material sites.
1.9 Additional Project Requirements:
A. Contractor use of premises:
1. Contractor shall supply their own dumpster or remove trash daily. No waste shall be put in building dumpsters or containers.
2. On-site storage may be available upon concurrence with property management office.
3. Deliveries of products by vendors shall be coordinated with the GSA COR at a minimum of twenty four (24) hours in advance.
4. On-site parking is available.
5. All persons working for or under a General Contractor or Sub-Contractor shall maintain safely marked areas of work.
6. The building tenants shall have no functional disruptions resulting from the contractor’s planning and execution of project work.
1.10 Work Hours:
A. Work shall be performed during normal working hours of the building occupants. These hours are 7:00 am to 4:30 pm Monday through Friday, except federal holidays.
Afterhours and holiday performance may be requested. These requests shall be reviewed/approved by the GSA.

| A. Maximize recycling of all construction & demolition debris. |
| 1. Divert demolition recyclable / reusable items and materials from landfills and incineration facilities to reusable material sites. |
| 1.9 Additional Project Requirements: |
| A. Contractor use of premises: |
| 1. Contractor shall supply their own dumpster or remove trash daily. No waste shall be put in building dumpsters or containers. |
| 2. On-site storage may be available upon concurrence with property management office. |
| 3. Deliveries of products by vendors shall be coordinated with the GSA COR at a minimum of twenty four (24) hours in advance. |
| 4. On-site parking is available. |
| 5. All persons working for or under a General Contractor or Sub-Contractor shall maintain safely marked areas of work. |
| 6. The building tenants shall have no functional disruptions resulting from the contractor’s planning and execution of project work. |
