NOTICE OF SCHEDULED SITE VISIT
SITE VISIT: Offerors are "urged and expected" to attend a site visit scheduled for Wednesday 27 April 2016 at 9:00 a.m. eastern time. Parties desiring to participate in the site visit must contact Michael Dobbins via e-mail at michael.dobbins@usmc.mil indicating the company name, point of contact, telephone number, and number of persons attending with first and last names by 2:00 p.m. eastern time on Friday 22 April 2016. Directions and base access information will be provided via email to those that are participating.
QUOTERS ARE CAUTIONED THAT REMARKS AND EXPLANATIONS AT THE SITE VISIT WILL NOT CHANGE THE TERMS OF THE SOLICITATION UNLESS THE SOLICITATION IS AMENDED IN WRITING BY THE CONTRACTING OFFICER.
All questions shall be submitted, in writing, no later than 2 May 2016 at 3:00 p.m. eastern time. Questions received after the above date and time will NOT be answered.

SYNOPSIS FOR TRANSPORTATION MAINTENANCE AND OPERATIONS SERVICES
The Marine Corps Installations East/ Marine Corps Base (MCIEAST/MCB) Motor Transportation Division, G-4. aboard Marine Corps Base (MCB) Camp Lejeune, NC has a requirement for non-personal support services to manage and operate the Transportation Maintenance and Operations Services. The services required provide managerial, administrative, and supervisory services to accomplish all maintenance and operations requirements. These duties include, but are not limited to, dispatching, vehicle operators, wrecker service, vehicle maintenance (diagnostics and repairs), vehicle escort, vehicle washing, roadside assistance, service inspections, and licensing services which includes training, testing, and permit issuance. The period of performance will be for a base period of six (6) months with three (3) option periods of twelve (12) months each.
It is the Government's intention to issue a firm-fixed price contract in accordance with FAR part 13.5. This proposed acquisition will be 100% set aside for Service Disable Veteran Owned Small Business (SDVOSB). The associated North American Industrial Classification System (NAICS) code for this requirement is 561210, Facilities Support Services. The Government intends to award to the lowest price technically acceptable offer. Award will be issued on an all or none basis.
The Government will solicit and award this contract using simplified acquisition procedures, in accordance with FAR subpart 13.5. The Government intends to award to the quoter that provides the quote that is the lowest price technically acceptable (LPTA). Award will be made approximately seven (20) business days after closing of response period. A complete performance work statement will be included with the solicitation.
The solicitation No. M67001-16-T-0003 will be posted on or about 10 days after this posting and made available on the Federal Business Opportunities (FBO) web site at www.fbo.gov. All responsible businesses may submit a quote, which will be considered. It is the responsibility of the offeror to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the Government must be registered in the System for Award Management (SAM) database at www.sam.gov. Contractors must also ensure annual representations and certifications are current or complete them at the SAM website. All prospective offers interested in submitting an offer must have a commercial and government entity code (CAGE code). Contractors must be registered with Invoicing, Receipt, Acceptance and Property Transfer (iRAPT) previously known as Wide Area Workflow Receiving and Acceptance (WAWF-RA) at www.wawf.eb.mil.
