BASE TRANSPORTATION OPERATIONS AND MAINTENANCE SERVICES

1.0 General.

1.1 Background. The Motor Transport Division, G-4, is responsible for providing certain administrative functions that support the overall mission of the Marine Corps Base (MCB), Camp Lejeune/Marine Corps Air

Station (MCAS), New River Complex. These functions are crucial to maintaining efficient operations by providing vehicle support services.

1.2 General Intention. The intent of this action is to obtain comprehensive services to manage and operate the Transportation Maintenance and Operations Services by establishing a contract for transportation operations and maintenance services at Marine Corps Base (MCB) Camp Lejeune, NC.

The services required under this performance work statement (PWS) provide managerial, administrative, and supervisory services to accomplish all maintenance and operations requirements. These duties include, but are not limited to, dispatching, vehicle operators, wrecker service, vehicle maintenance

(diagnostics and repairs), vehicle escort, vehicle washing, roadside assistance, service inspections, and licensing services which includes training, testing, and permit issuance.

1.3 Period of Performance. The period of performance is for a basic period of six months with provision for three (3) one year option periods, to be exercised at the discretion of the Government, in accordance with FAR Clause 52.217-9, Option to Extend the Term of the Contract.

Base Period: 1 July 2016 – 31 December 2016

First Option: 1 January 2017 – 31 December 2017

Second Option: 1 January 2018 – 31 December 2018

Third Option: 1 January 2019 – 31 December 2019

1.4 Hours of Operation. The Contractor shall staff with the requisite number of employees to perform the tasks included in this PWS in accordance with the following schedule:

1.4.1 Motor Transport Division, MCB Camp Lejeune, Bldgs. 1407 and 1408 (Operations/Dispatch Svc):

Monday-Friday 0600-1700

1.4.2 Motor Transport Division, MCB Camp Lejeune, Bldgs. 1502 and 1504 (Maintenance Svc):

1.5 Federal Holidays. The Contractor shall be required to perform limited services (i.e., emergency wrecker /roadside services) on the recognized Federal Holidays (or other unlisted approved

Presidential Holidays and Government directed emergency closures):

If the Federal Holiday falls on a Saturday the preceding Friday will be the recognized holiday. Should the holiday fall on a Sunday, the recognized holiday will be the following Monday.

2.0 Applicable Documents and References. Documents (regulations, manuals, supplements, etc.) applicable to this contract are provided as required for the execution of this contract. Supplements or amendments to documents may be issued during the life of the contract and will be supplied to the

Contractor by the Government. Supplements and amendments to documents will be considered to be in full force and effective immediately upon receipt by the Contractor. It is the Contractor’s responsibility to ensure that all mandatory documents are on file and up-to-date once received from the Government.

Upon termination of the contract, the Contractor shall return to the Government all documents issued. A list of applicable documents and references is provided in APPENDIX 2.

3.0 Tasks.

3.1 Transportation Operations Services.

3.1.1 Qualifications. Contract employees shall have the training, permits, and valid licenses and endorsements in accordance with (IAW) applicable Federal, Department of Defense (DoD), Marine

Corps, State, City, and County regulations and as specified herein prior to performing any of the services or using any of the vehicles or equipment specified in this contract. The minimum qualifications and licenses are as follows:

3.1.1.1 Dispatching Duties. Employees assigned dispatching duties shall have a broad knowledge of the types of vehicles and equipment to be dispatched, vehicle attachments, fuel consumption, load carrying capabilities and limitations, the local area, and the best routes for vehicle transit.

3.1.1.2 Weight Handling Equipment Operators. Employees Operating Weight Handling

Equipment (WHE) and Material Handling Equipment (MHE) shall be qualified and licensed in the operation of WHE and MHE IAW OSHA, 29 CFR 1910.178 and MCO 5100.19F.

3.1.1.3 Bus Drivers. Bus Drivers shall comply with the commercial driver’s license requirements for the state of North Carolina. Evidence of passing the required two year physical exam shall be submitted IAW 49 CFR Part 391.41 and Federal Motor Carrier Safety Regulations (FMCSR) Part 383.23.

3.1.1.4 Tractor-Trailer Drivers. Tractor-Trailer drivers shall comply with North Carolina

Commercial Driver’s License Manual Sec 6.1-6.5 and FMCSR Part 383.23.

3.1.2 Dispatch Services. The Contractor shall provide a dispatch service from 0600 to 1700, Monday through Friday, and emergency dispatch services after normal working hours within two hours of notification. (This service is estimated to occur 12 times per year).

3.1.2.1 Commercial (“C”) Pool Vehicle. The Contractor shall Dispatch “C” Pool vehicles to authorized Government personnel (military or civilian), and Contractor personnel for official Government use only. A list of C-Pool vehicles is located at APPENDIX 4. Sample forms used in this requirement are available at time of award. The dispatch service shall include:

3.1.2.2 Transportation Support Request (TSR). Receive and process Transportation Support

Request (TSR) submitted via e-mail, facsimile, or walk-in. All TSR’s shall be processed utilizing Fleet

Anywhere/Fleet Management System software program. Requests shall be processed on a first come, first served basis, except for vehicles determined to be Very Important Person (VIP)/high visibility and training mission essential, which will be given priority by the Government.

3.1.2.3 Preparation of Dispatch Records. Preparation of appropriate dispatch records (trip tickets) prior to issuing vehicle to authorized requestor/operator utilizing the Fleet Anywhere/Fleet Management

System software program and/or IAW TM4700- 15/1.

3.1.2.4 Condition of Vehicles at Dispatch. Ensure that all C-Pool vehicles are fueled, serviced, cleaned, and in operable condition at the time of dispatch.

3.1.2.5 Verification for Vehicle Operators. Verification that vehicle operators have Government issued identification cards and are properly licensed to operate the type of vehicle being dispatched.

3.1.2.6 Trip Ticket Issue. Issue a trip ticket generated by the Fleet Anywhere/Fleet Management

System software system and/or IAW TM4700-15/1 to the operator for each vehicle being dispatched.

3.1.2.7 Visual Condition Inspection. Ensure that a visual condition inspection is conducted by the vehicle operator and discrepancies annotated on the vehicle inspection form at time of dispatch and at return of vehicle to the C-Pool. (Sample of form is available upon request.)

3.1.2.8 VIP Vehicle Detailing. Vehicles identified by the Government for use by VIPs shall be cleaned and detailed. The definition of DETAILING: The vehicle shall be fueled, washed, waxed (as needed), free of water spots, vacuumed, windows washed inside and out, and free of dust particles inside.

3.1.2.9 Vehicle Returns. Receive trip tickets from operators upon return of vehicles. Ensure trip tickets are properly completed IAW the Fleet Anywhere/Fleet Management System software program and/or TM4700-15/1.

3.1.2.10 Condition of Vehicles at Return. When vehicles are returned to the C-Pool, the Contractor shall clean the vehicle (inside and outside). Items removed shall be disposed of properly. For disposal of hazardous material contact assigned Hazardous Material Handler (HMH).

3.1.2.11 Fuel Card Requests. For fuel required for trips 75 miles or more from Camp Lejeune/New

River complex, the Contractor shall submit a fuel card request (sample of form is available upon request) by e-mail, at least three days prior to departure, to the MTD Transportation Manager. Contractor shall use Self-Serve Stations and E85 (if available), regular unleaded, and diesel fuel. The use of premium unleaded/diesel fuel is prohibited.

3.1.2.12 NC DoT Permits. The Contractor is responsible for submission of over-length, over-width, and/or overweight load permits to North Carolina Department of Transportation (as required).

3.1.2.13 Hold Harmless Agreement/Release from Liability. The Contractor shall facilitate the provisioning of Government provided Hold Harmless Agreement and Release from Liability (sample of form provided upon request) forms to designated vehicle operators. This form is required and applicable as follows: Except for active duty military personnel and civil service employees on official business, a

Hold Harmless Agreement and Release from Liability Form is required to release the United States

Government, including all its subdivisions, officers, military personnel, employees and agents, from all liability for passenger injuries or deaths that may result from transportation, whether caused by negligence or otherwise. The passengers also understand that the United States Government is not acting as a common carrier for hire and does not bear the liabilities attached to that status (passengers accept such transportation voluntarily).

3.1.3 Vehicle Operator Services. The Contractor shall provide vehicle operators as required.

These services are estimated to occur as specified in the workload requirements, as identified in the TA’s of this contract. These include but are not limited to:

VIP Operator Services.

Light Vehicle Operator Services.

Operate buses as required. This is estimated to occur 92 times a year.

Medium Vehicle Operators for vehicles 1.5 tons to 3 tons Gross Vehicle Weight Rating

(GVWR).

Heavy Vehicle Operators for Tractor Trailers Size over 3 tons GVWR.

3.1.3.1 Response Time. Respond within one hour of notification for service during normal working hours, and within two hours of notification for service after normal working hours when notified by the

Government.

3.1.3.2 Warranty and Recall Services. Deliver C-Pool vehicles/equipment or component for warranty and recall services to the manufacturer, vendor, or dealership, and return the vehicle/equipment or component to the installation when services have been completed.

3.1.3.3 Mobile Bleachers. Deliver and set up C-Pool mobile bleachers. Return mobile bleachers at completion of event. This service is estimated to occur five times per year.

3.1.4 Wrecker Service. The Contractor shall provide wrecker services during normal and after working hours.

3.1.4.1 Wrecker Dispatch. Dispatch the wrecker within 20 minutes of notification for service during work hours and within two hours after working hours.

3.1.4.2 On/Off Base Wrecker Service. Provide on and off base wrecker service for towing disabled

USMC owned vehicles (listed in APPENDIX 5) or designated motorized equipment. Provide on base wrecker service to assist in removing improperly parked Government and Privately Owned Vehicles when directed by higher authorities. Provide wrecker service for transporting MHE for maintenance services and location changes. Provide wrecker service for transporting USMC owned vehicles to the designated Defense Reutilization Marketing Office (DRMO) Lot as required for disposal.

3.1.4.3 Wrecker Logbooks. The contractor shall maintain logbooks for wrecker services. The logbook shall contain at a minimum the date and time of service, location of service, vehicle number or license plate number, and services performed. A sample logbook page is available at time of award.

3.1.4.4 Relocation of Wrecked Vehicles. Relocate wrecked General Services Administration

(GSA) leased vehicles within buildings 1502 and 1504 areas as directed by the Government.

3.1.4.5 Removal of Vehicle Drive Shaft. Remove vehicle drive shaft as necessary for towing and complete re-installation of drive shaft at destination.

3.1.5 Escort Service. The Contractor shall provide vehicle escort services as required to meet U.S.

Department of Transportation Federal Highway Administration publication FHWA-HOP-09-051. Escort vehicle must be operated by a certified escort vehicle operator IAW NC G.S. 20-119 (Special permits for vehicles of excessive size or weight; fees). Contractor shall provide escort services during normal working hours and respond to requests, via telephone/facsimile/email, within 24 hours. This service is expected to occur five times per year.

3.1.6 Vehicle Operator Maintenance. Vehicle Operator Maintenance shall be performed IAW

MCO P11240.106, MTD SOP, and vehicle operator/user manuals pertaining to vehicles listed in

APPENDIX 4.

3.1.6.1 Vehicle Washing. The Contractor shall clean the inside and outside of all C-Pool vehicles using the facilities located at Building 1407. The Contractor shall clean the interiors and exteriors of the vehicles operated by customers prior to return to the C-Pool, assuring readily available inventory for dispatch to a new customer. Vehicle interiors to be vacuumed and free from trash and visible dirt.

Interior windows to be cleaned of visible dirt or smudges.

3.1.7 Issuance of U.S. Government Motor Vehicle Operator’s Identification Card.

3.1.7.1 Vehicle Licensing Program. Contractor shall appoint a primary vehicle licensing examiner.

Appointee shall be qualified and licensed on the equipment that training and testing is being conducted

on. Contractor is responsible in establishing and maintaining a licensing program for vehicles IAW

COMMCICOM G4 121818Z SEP 14 message, Title 49 CFR.383, DoDI 6055.4, DoD 4500.36R, MCO

11240.106, MCO 5100.19F, North Carolina Driver’s Handbook and Commercial Driver’s Manual, SECNAV M-5210.1, MCO P8020.10B, Title 29 CFR 1910.178, and NAVSEA SW023-AH-WHM-010.

3.1.7.2 Primary Vehicle Licensing Examiner. The appointed primary vehicle licensing examiner shall also be authorized to train for upgrade licenses of MHE operators handling ammunition and explosives. A total of 75 licenses were upgraded in FY14.

3.1.7.3 Alternate Vehicle Licensing Examiner. The Contractor shall also appoint an alternate vehicle licensing examiner. Appointee shall be qualified and licensed on the equipment that training and testing is being conducted on. Alternate shall also be authorized to train for upgrade licenses of MHE operators handling ammunition and explosives.

3.1.7.4 Material Handling Equipment (MHE). The Contractor shall train, test for, and issue permits and licenses (OF346) IAW MTD SOP, TM 11240-15/3, MCO 5100.19F and OSHA Standard 29

CFR 1910.178. A total of 377 Permits and 305 licenses were issued in FY14.

3.1.7.5 Bus Operator. The Contractor shall train, test, and issue permits and licenses IAW MTD

SOP, MCO 5100.19F, TM 11240-15/3, MCO 5100.19F and North Carolina Commercial Driver’s Permit

Section 4 and 5. A total of 412 bus driver permits and 272 licenses were issued in FY14.

3.1.7.6 OF346. The Contractor shall test for and issue permits and licenses (OF 346) for 3 ton and above vehicles IAW MTD SOP, TM 11240-15/3, MCO 5100.19F, and North Carolina Commercial

Driver’s Permit. A total of 38 operator permits and 701 licenses were issued for 3 ton and above vehicles in FY14.

3.1.7.7 Four by Four (4X4) Vehicles. The Contractor shall test and endorse the OF-346 for 4X4 vehicles IAW the MTD SOP.

3.1.7.8 Vehicle Licensing Program. Contractor shall appoint a primary vehicle licensing examiner.

3.2 Transportation Maintenance Services.

3.2.1 Certifications and Qualifications. Contractor employees shall have the training, certifications, permits, and valid licenses and endorsements IAW applicable Federal, DoD, Navy, Marine

Corps, State, City, and County regulations and as specified in Sections 4.2 and 4.3 prior to performing any of the services or using any of the equipment specified in this contract; a file of such shall be maintained for each individual and made available to the Government upon request. A summary report listing all applicable individuals and their training certifications shall be provided to the COR at contract start date, as Contractor employees change, and annually.

3.2.1.1 Maintenance and Repairs to Vehicles. Employees performing maintenance and repairs to vehicles in this contract are required to possess and maintain the Automotive Service Excellence (ASE) certification in Refrigerant Recovery & Recycling IAW local Base EPA Regulations. Reference: Section

609 of the Clean Air Act Amendments of 1990.

3.2.1.2 Maintenance and Repairs on Refrigerants. Employees performing maintenance and repairs on the stationary refrigerants (refrigerated trailers & box trucks) are required to possess and maintain the certification in Refrigerant Recovery & Recycling IAW local Base EPA Regulations.

Reference: Section 608 of the Clean Air Act Amendments of 1990. Employees shall be qualified to perform maintenance and repairs on the electrical motor assemblies and components on all refrigerated trailers and box trucks.

3.2.1.3 Welding Operations. Employees performing welding operations shall have the applicable certifications.

3.2.2 Roadside Assistance. The Contractor shall provide roadside assistance for USMC owned vehicles listed in APPENDIX 5. These services shall include battery boosting/replacement, repairing/changing tires and/or performing any other minor repair or adjustment necessary to return a vehicle to operational status.

3.2.2.1 On-call Maintenance Provider. The Contractor shall maintain at least one on-call maintenance provider capable of responding to requests during normal working hours and for emergency requests after normal working hours. For assistance calls the Contractor shall respond by departing for the reported location within 20 minutes of notification during normal working hours and two hours after normal working hours. The Contractor shall travel directly to the location without any stops or side trips.

3.2.3 Vehicle Maintenance Services. All Vehicle Maintenance Services shall be performed IAW

MCO P11240.106, Motor Manual, and applicable vehicle maintenance manuals. The Contractor shall ensure the vehicle fleet is not less than 95% available for use at all times.

3.2.3.1 Preventive Maintenance (PM), Repairs, Overhauls, Etc. The Contractor shall ensure that

PM’s, repairs, overhauls, etc. are conducted to ensure that the fleet is in continual optimal working condition. Any vehicle in the Contractor’s possession with PM or repair requirements will be considered out of service. Every vehicle presented to the Contractor for repair/PM shall have a bumper-to-bumper inspection performed, and those discrepant conditions annotated on the SRO.

3.2.3.2 Shop Repair Order (SRO). The Contractor shall prepare and complete Shop Repair Order

(SRO) for any item referred to above, in APPENDIX 5, and IAW 3.2.4.4 in the Fleet Anywhere/Fleet

Management System software program. Prepare hand written work orders as required. All Priority 1 vehicle SRO’s shall be opened immediately; Priority 5 vehicle SROs shall be opened within 30 minutes of the vehicles arrival at the repair facility.

3.2.3.3 Surge/Emergency Operations. The Motor Transportation Division may experience surges in workload requirements of up to 10%. These workloads may require off shift working hours, evenings, weekends and holiday working hours. All surge/emergency work done outside the predetermined standard work week will be authorized by the Contracting Officer’s Representative and be paid in accordance with the Service Contract Act.

3.2.3.4 Vehicle History Jackets. The Contractor shall maintain vehicle history jackets utilizing information from the Fleet Anywhere/Fleet Management System and TM 4700-15/1 on each vehicle identified in APPENDIX 5. Vehicle History Jackets shall be updated within two work days of completing any service.

3.2.4 Operating Shop Repair Order Tracking System. The Contractor shall use the

Government-provided Fleet Anywhere/Fleet Management System software program to maintain vehicle maintenance historical data in vehicle history jackets.

3.2.4.1 Work Control, Scheduling, Reception and Reporting. The Contractor shall process all requests utilizing the Fleet Anywhere/Fleet Management System software for vehicle/equipment maintenance and repair, and maintain Fleet Anywhere/Fleet Management System data for continuous status listing of all vehicles down for repairs, manufacturer recalls, Service Life Extension Program

(SLEP), or preventive maintenance. This data includes vehicle’s license plate number, date in shop, priority status, daily labor hours, and current maintenance status (i.e., awaiting repair, awaiting parts, repair in progress, or dead lined). The Government retains the right to place any vehicle listed in

APPENDIX 5 in an out of service status at any time for reasons of safety or required maintenance services described in paragraphs 3.2.5, 3.2.6, 3.2.7, and 3.2.8.

3.2.4.2 Damage or Destruction to Vehicle/Equipment. The Contractor shall contact the

Responsible Officer (RO) upon the identification of damage or destruction to any vehicle/equipment, and notify them to prepare and submit a Misuse/Abuse and Incident Report (sample of form is available upon request). Upon receipt, forward a copy of the Report to the MTD Transportation Manager.

3.2.4.3 Commercial Vendor Maintenance. The Contractor shall deliver and process as necessary, vehicles that require commercial vendor maintenance and return the vehicle to the installation when services have been completed.

3.2.4.4 Processing of New Vehicles. The Contractor shall process new vehicles, to include removing vehicle from transportation mode, installation of license plates, fabrication and application of required stencils/labels, completion of Required Info For New Vehicle form (available upon request), and completion of the warranty registration card, if applicable.

3.2.4.5 Notice of Delay Status for Shop Repair Order. The Contractor shall contact RO when a

Shop Repair Order (SRO) is placed in delay status of CP (awaiting equipment, parts in), Contractor shall record in FA name of individual, date and time notified.

3.2.4.6 Proprietary Work. The Contractor shall submit a completed purchase request to the

Government when proprietary work is required.

3.2.5 One Time Repair Limit. If a vehicle maintenance cost exceeds the One Time Repair Limit guidance as described in MCO P11240.106, the Contractor shall calculate the specific maintenance thresholds utilizing MCO P11240.106 and notify the Government in writing within two work days. The written notification will include part/unit/system description and, if applicable, the system of which it is a part of, the reason for part/unit/system needs replacement, and a supplier quote. The Government will review and approve any further action. Contractor shall complete NAVMC 10284, Limited Technical

Inspection-Motor Transport (LTI) and prepare all vehicles for disposal as directed within three work days.

3.2.6 Preventive Maintenance (PM). The Contractor shall perform PM and inspections as directed by the Government in the Monthly PM schedule. For planning purposes, the Government develops this schedule IAW the manufacturer’s frequencies and requirements for all vehicles listed in

APPENDIX 5. The Government reserves the right to deviate from this policy should it become necessary. A PM may be performed up to 14 calendar days or 500 miles prior to the scheduled PM date if the vehicle is in the shop for other maintenance or repair.

3.2.7 Field Maintenance. The Contractor shall perform scheduled and unscheduled field maintenance which includes but is not limited to, preventive maintenance, corrective maintenance, and repair service for equipment that cannot be delivered to the maintenance facility due to the nature of its repair, design, or lack of mobility. The Contractor shall deliver equipment to the facility for maintenance, when it is feasible. Routine maintenance/repair standards are identified in MCO P11240.106, Motor

Manual and manufacturer’s standards.

3.2.8 Warranty and Manufacturer’s Recall Service. The Contractor shall coordinate warranty and recall service with manufacturers, vendors and dealerships. The Contractor shall deliver vehicles to the repair facility and return vehicles to the Government maintenance facility when services have been completed.

3.2.9 Maintenance Standards. All vehicles and equipment shall be maintained in a safe and serviceable condition. Maintenance standards will include manufacturer’s, MCO P11240.106, or Motor

Manual standards.

3.2.10 Battery Maintenance. Batteries shall be recharged or replaced for all vehicles and equipment listed in APPENDIX 5 when failure occurs. All batteries that fail the load test, the specific gravity test, or if the case is cracked and/or leaking acid, shall be replaced.

3.2.10.1 Battery and Charging Systems. Batteries and Charging Systems shall be checked during corrective maintenance when the vehicle/equipment is out of service and when it will not start or fails to start when jumped. The Battery and Charging System is serviced on an annual basis.

3.2.10.2 Battery Replacement. A battery that is weak or that cannot hold a charge or does not meet manufacturers’ specifications shall be replaced with a new battery of the proper size, voltage and with the same or better amp hour rating.

3.2.10.3 Electric Forklifts and Vehicles. Battery service and replacement shall include electric forklifts and electric utility vehicles. Replacement shall occur at maintenance shop.

3.2.10.4 Battery Exchange/Replacement. Battery exchange with Contract Operated Parts Store

(COPARS) shall be utilized anytime a new battery is purchased for replacement. All leaking batteries will be prepared by the Contractor IAW Base ECSOP 9.8, Management & Storage of Batteries.

3.2.10.5 Testing of Defective Batteries. The Contractor shall not jump start vehicles/equipment with defective batteries then release the vehicle/equipment back into operation without testing to determine if battery replacement is required. If replacement is required, the battery will be replaced.

3.2.11 Tire Maintenance. Tire maintenance shall be IAW the Rubber Manufacturer's Association publications, manufacturer's specifications, and procedures set forth in Federal Motor Carriers Safety

Regulation Parts 325.93 and 393.75.

3.2.11.1 Tire Repair/Replacement. All tires shall be repaired/replaced IAW NAVSEASW023-AH-

WHM-010, MCO P11240.106, and Federal Motor Carriers Safety Regulation Parts 325.93 and 393.75.

All tires which are repaired or replaced shall be balanced. Recap tires are not authorized to be placed on the steering axles IAW Federal Motor Carriers Safety Regulation Parts 393.75. Only matched tires of the same size, ply rating, and type will be installed on a vehicle.

3.2.11.2 Unserviceable Tires. Tires not considered serviceable shall be turned in by the Contractor to

DRMO located aboard the Installation.

3.2.12 Body and Fender Repair. The Contractor shall ensure repairs of all accident damages to

Government owned vehicles are performed by Government preapproved vendors. The Contractor shall perform limited body work as directed by the Government. The Contractor shall prepare a SRO IAW

Fleet Anywhere/Fleet Management System for GSA leased vehicles that require body and fender repair.

3.2.13 Glass Replacement. The Contractor shall replace glass that is cracked, broken, loose, missing, or otherwise damaged in Government owned vehicles. The Contractor shall prepare a SRO IAW

Fleet Anywhere/Fleet Management for GSA leased vehicles glass replacement.

3.2.14 Timeliness of Maintenance. The Contractor shall adhere to maintenance (Priority 1 and

Priority 5) requirements as stated below. The Contractor shall notify the COR, by email or phone, when time standards cannot be met.

3.2.14.1 Priority 1 Vehicles/Equipment. Vehicles and equipment in this category are vehicles to include, but not limited to medical, fire, security, sanitation, or seasonal equipment. Repair work will be started immediately after the vehicle is reported out of service IAW paragraphs 3.2.3 and 3.2.3.1. The

Contractor shall continue work until maintenance or repair is complete.

3.2.14.2 Priority 5 Vehicles/Equipment. Vehicles and equipment in this category are all remaining vehicles. The Government may designate Priority 5 vehicles as "Priority 1" when deemed necessary to meet mission requirements. Repair work on Priority 5 vehicles/equipment will be started within one work day after the vehicle is reported out of service or arrives at the vehicle maintenance shop IAW paragraphs 3.2.3 and 3.2.3.1.

3.2.15 Corrective Maintenance, The Contractor shall perform scheduled and unscheduled

Corrective Maintenance to restore item(s) of equipment/vehicles to a safe and serviceable condition which will ensure that the fleet is in continual optimal working condition IAW MCO P11240.106, applicable vehicle maintenance manual, and Motor Manual. Welding work may be required.

3.2.16 Installation, Transfer, and Removal of Special Equipment. The Contractor shall install, transfer, and remove special equipment or components owned or leased by the Government IAW MCO

P11240.106, Motor Manual, and manufacturer’s guidelines as directed by the Government. These services are estimated to occur 15 times per year. Special equipment and components include, but are not limited to equipment bodies, new chassis, hydraulic tailgates, emergency warning devices (excluding law enforcement and firefighting equipment), placards, fire extinguishers, special bumpers and hitches.

Welding work may be required. Transfer, installation and removal of special equipment include, but are not limited to, mounting, wiring, and installation of any auxiliary equipment such as an antenna, tail lights, etc. Welding work may be required.

3.2.17 Inspections, Load Testing, and Certifications. Work in this section applies to vehicles/equipment listed in APPENDIX 5.

3.2.17.1 Personnel Aerial Devices. The Contractor shall coordinate the load testing of personnel aerial devices IAW MCO 11262. 2 by requesting a work order for a load test thru the Public Works

Section, and delivering the vehicles to the Heavy Equipment Section, G-F Department, for completion of inspections. The Contractor shall pick-up vehicles and deliver back to building 1502 or AS118 upon completion of inspection.

An annual condition inspection shall be completed by the Contractor on all required vehicles IAW MCO

11262.2.

3.2.17.2 Annual Inspections of Material Handling Equipment (MHE). The Contractor shall perform an annual condition inspection on MHE IAW MCO 11262.2. On MHE used to lift ammo, the

Contractor shall perform an annual load test, an overload test, a safety certification, a fork maintenance inspection, and apply a safety certification label IAW NAVSEA SWO23-AH-WHM-10.

4.0 General Requirements.

4.1 Management and Staffing. The Contractor shall manage the total work effort associated with vehicle maintenance and operations, and all other functions required for satisfactory and timely completion of these services, including but not limited to: operation of tracking system, scheduling, reception, and reporting; planning and scheduling of vehicle usage; obtaining road permits for special loads; identification of misuse/abuse of vehicles;

accountability of Government Furnished Equipment (GFE); and customer support. The Contractor shall provide an adequate staff of employees with the necessary management expertise, training, and certifications to ensure the performance of the work in accordance with sound and efficient management practices.

The personnel complement shall include an adequate mixture of labor categories to meet the contract requirements, and at a minimum shall include the following mixture of labor categories at the stated staffing levels.

Additional guidance, qualifications, and functions are provided in this performance work statement

(PWS). The Contractor shall perform the tasks prescribed herein as assigned by the Contracting Officer's

Representative (COR). Contractor personnel are employees of the Contractor and under their administrative control and supervision.

The Contractor is responsible for maintaining the required minimum staffing level. The Contractor alone shall approve and administer leave and holidays for its employees. The Contractor shall be responsible for tasking its employees in accordance with the contract work required. The Contractor shall perform all supervision, evaluation, and disciplinary actions for its employees.

Due to the urgent and continuous nature of this requirement, the Government requires the Contractor to maintain the proposed workforce at 100% manning. As such, the Contractor is expected to develop a manning plan to fill any planned or unplanned vacancies on an expedited basis. Any vacancies that occur in the Contractor’s proposed manning must be filled within 14 calendar days. Any manning vacancies that remain unfilled after 14 days shall have an invoice offset calculated using the total proposed daily cost (including profit and overhead) for the position left vacant (based on a 30 day month) times the number of vacant days in the billing cycle plus an additional 10% of the cost calculated.

4.1.2 Employment of Aliens. The Contractor shall not employ any alien who is not lawfully employable in the United States under the Immigration Reform and Control Act.

4.1.3 Language Requirements. The Contractor shall employ only persons able to fluently speak, comprehend, read, and write the English language.

4.1.4 Key Personnel Requirements. Certain skilled experienced professional and/or technical personnel are essential for successful Contractor accomplishment of the work to be performed under this contract. These are defined as Key Personnel and are those persons whose resumes were submitted for evaluation of the proposal. The Contractor agrees that such personnel will not be removed from the contract work or replaced without compliance with paragraphs 4.1.4.1 and 4.1.4.2. Key personnel are stated in paragraph 4.1.5 of the PWS and include the Contract Manager and alternates.

4.1.4.1 Non-availability of Key Personnel. If one or more of the Key Personnel for whatever reason becomes, or is expected to become, unavailable for work under this contract for a continuous period exceeding 30 work days, or is expected to devote substantially less effort to the work than indicated in the proposal, the Contractor shall promptly replace such personnel with personnel of at least substantially equal ability and qualifications.

4.1.4.2 Approval of Substitutions. All requests for approval of substitutions hereunder shall be in writing and provide a detailed explanation of the circumstances necessitating the proposed substitution.

They shall contain a complete resume for the proposed substitute, and any other information requested by the Contracting Officer or needed to approve or disapprove the proposed substitution. The Contracting

Officer or his authorized representative will evaluate such requests and promptly notify the Contractor of his approval or disapproval thereof in writing.

4.1.4.3 Failure to Provide Timely Replacement. If the Contracting Officer determines that suitable and timely replacement of Key Personnel who have been reassigned, terminated or have otherwise become unavailable for the contract work is not reasonably forthcoming or that the resultant reduction of productive effort would be so substantial as to impair the successful completion of the contract or service order, the contract may be terminated by the Contracting Officer for cause or for the convenience of the

Government, as appropriate, or, at the discretion of the Contracting Officer if he finds the Service

Provider at fault for the condition, the price may be equitably adjusted downward to compensate the

Government for any resultant delay, loss or damage.

4.1.5 Contract Manager. The Contractor shall provide a Contract Manager responsible for satisfactory performance of all services required by this contract. The Contract Manager and/or alternate are required to have a bachelor degree and a minimum of three years’ experience in Transportation

Maintenance and Operations or a minimum of 10 years’ experience in Transportation Maintenance and

Operations. This person and sufficient alternates will act and make binding decisions for the Contractor in the absence of the Contract Manager, and will be designated in writing as Key Personnel to the

Contracting Officer.

The Contract Manager or alternate shall meet as necessary with Government personnel designated by the Contracting Officer.

The Contract Manager or alternate shall be on-site during regular MCB Camp

Lejeune/MCAS New River Complex duty hours. Within 15 calendar days after award date, the

Contractor shall submit to the COR information as to how the Contract Manager or alternate may be contacted after regular hours. It will be understood that the information provided only specifies how the

Contract Manager or alternate may be contacted, but in no way obligates them to be on standby.

4.1.6 Responsible Officer. The Contractor shall assign in writing an employee(s) as the

Responsible Officer (RO) for all Government vehicles provided IAW this contract. The RO is responsible for inducting and delivering the vehicles for maintenance service and the accurate submission of the monthly mileage report. The RO shall be responsible to conduct quarterly inventory verification of the assigned vehicles and collateral equipment upon receiving the Consolidated Memorandum of Record.

The RO is also responsible for submitting modification request(s) (sample of request is available upon request) when necessary.

4.1.7 Contractor Employees. The Contractor shall be responsible for the performance and conduct of Contractor’s employees at all times. Contractor employees in the performance of this contract, or any representative of the Contractor entering the installation, will abide by the security regulations listed in the contract and will be subject to such checks by the Government as deemed necessary. The Contractor shall not employ for performance under this contract any person whose employment would result in a conflict of interest with the Government’s standards of conduct.

4.1.7.1 Employee Supervision. The Government will not exercise any supervision or control over the Contractor’s employees performing services under this contract. Such employees will be accountable not to the Government but solely to the Contractor who, in turn, is responsible to the Government.

4.1.7.2 Employee Conduct. The Contractor’s employees shall conduct themselves in a proper manner at all times. The Contractor expressly agrees to remove from the site any individual whose continued employment is deemed by the COR to be contrary to the public interest or inconsistent with the best interests of National Security.

4.1.7.3 Smoking, Eating, Drinking. The Contractor shall not permit smoking, eating, or drinking in

Government provided facilities unless so designated by the Government. The Contractor shall only permit smoking outside in designated smoking areas away from the entrances.

4.1.7.4 Employee Property. The Contractor shall be responsible for the safety of the supplies, materials, equipment, and personal property of his employees from loss, damage, or theft.

4.1.8 Personnel Roster. At contract start date the Contractor shall provide the Government with a roster listing by functional area of all employees, their job titles, and their certifications. The Contractor shall update the roster quarterly and when key and essential personnel change.

4.2 Certifications and Qualifications. Contract employees shall have the training, certifications, permits, and valid licenses and endorsements IAW applicable Federal, DoD, Navy, Marine Corps, State, City, and County regulations and as specified in Sections 3.1 and 3.2 prior to performing any of the services or using any of the equipment specified in this contract; a file of such will be maintained for each individual and made available to the Government upon request. A summary report listing all applicable individuals and their training certifications will be provided to the COR at contract start date, as

Contractor employees change, and annually.

4.3 Training. The Contractor’s employees shall be fully trained and certified (as detailed in

Sections 3.1.1 and 3.1.7.1, and properly licensed prior to operating Government equipment. The

Contractor shall be responsible for this training and certifications of employees.
