ANSWER: A list will be made available upon request.
SITE VISIT 3: What are the bays located at building 1407 used for?
ANSWER: VIP vehicle storage and HazMat storage.
SITE VISIT 4: What are the bays located at building 1408 used for?
ANSWER: Storage and for cleaning vehicles.
SITE VISIT 5: How often will the contractor move tanks?
ANSWER: An estimated two times per month.

ANSWER: Yes. The Government will only provide the Government Furnished Property listed in the contract.

SITE VISIT 15: How do parts get to the Air Station?
ANSWER: Parts are delivered/issued from building 1502 and taken to AS118 by the contractor.
QUESTION 1: Is this contract solicitation for non-tactical vehicles (NTV) of is the maintenance of tactical vehicles performed by the contractor as well?
ANSWER: The solicitation is for non-tactical vehicles (NTV) only; tactical vehicles are not included in this solicitation.
QUESTION 2: Reference: Section B SF1449 Continuation Page (Pricing).
Question: Is the proposers to price CLINs X0002? If so, what is the basis of this pricing?
ANSWER: The Contractor will not price the overtime CLINs for their quote.
QUESTION 3: Reference: Solicitation CLINs.
Questions: Since the 0002 Series Overtime Hours CLINs are FFP, clearly subject to specific pre-authorization by the COR or Contracting Officer, and not at all predictable based upon any reliable information in the solicitation, will the Government please provide a “plug” maximum dollar figure for these 0002 series FFP CLINs so each bidder has the same amount of overtime added to their bids to make the evaluation fair and equitable to all bidders?
ANSWER: ANSWER: The Contractor will not price the overtime CLINs for their quote.
QUESTION 4: Issue: The base period is six (6) months, but includes a 30 day phase-in. There is only one
CLIN for non-OT services for the entire 6 months. The first month of phase-in costs will be significantly less than the following full 5 months. The way this CLIN is structured, if total costs are added for the entire 6 months and divided by 6 equal FFP monthly units, the contractor will make disproportionally more in the first month followed by a significant loss in each of the following 5 months.
Questions: Would the Government please consider splitting CLIN 0001 twofold into CLIN 0001AA FFP for the 30 day phase-in and CLIN 0001AB FFP for 5 quantity months which then added together would sum into the CLIN 0001 total 6 month period?
ANSWER - The Contractor will make every effort to meet full performance upon the base period of performance start. The phase-in refers to a grace period for the Quality Assurance Surveillance Plan evaluation.
QUESTION 5: Reference: RFP Section 3.1.2, page 9 of 83:
Question: Are there any dispatch services that need to be performed for operations at the Marine Corps Air Station
(Bldgs AS117, AS118 or AS118A)?
ANSWER: No. All dispatching functions are conducted out of Building 1407.
QUESTION 6: Reference PWS Paragraph 3.1.2.1: The last two sentences of the paragraph state that
“Sample forms used in this requirement are available at time of award. The dispatch service shall include:”
Question: The remainder of the paragraph is missing; please clarify.
ANSWER: The last sentence, “The dispatch service shall include:” has been deleted.
QUESTION 7: Ref. page 12 of 83 under 3.1.5 Escort Service: The Contractor shall provide vehicle escort services as required to meet U.S. Department of Transportation Federal Highway Administration publication
FHWA-HOP-09-051. Escort vehicle must be operated by a certified escort vehicle operator IAW NC G.S. 20-
119 (Special permits for vehicles of excessive size or weight; fees).
Question: What specific type of certification is required for an escort vehicle operator? In researching the aforementioned publications, (FHWA-HOP-09-051 and IAW NC G.S. 20-119), neither detail the necessary specifications required for a “certified escort vehicle operator.” Please clarify.
Answer: NC G.S 20-119 references the certification program that is established in 19A NCAC
02D.0644.
QUESTION 8: Reference: PWS Para. 3.1.2, Dispatch Services Question: This paragraph states that emergency dispatch services is required approximately 12 times a year. Is this emergency services billed under the overtime CLIN?
Answer: Yes.
QUESTION 9: Question: Page 11 of the PWS section 3.1.3 “Operate buses as required. This is estimated to occur 92 times per year.” Is this 92 times at 8 hours per occurrence?
ANSWER: The 92 times are not all 8 hour occurrences.
QUESTION 10: Reference: PWS 3.1.3, 4.1, PRS, and Appendix 4.
Issue: The minimum Bus Driver requirement appears to be extremely low compared to the other PWS requirements and number of busses in Appendix 4.
Question A: Is one (1) Bus Driver acceptable to accomplish all bus driving requirements of the PWS?
ANSWER: The Contractor is not limited to the minimum personnel complement stated in the PWS.
Adequate staffing/labor division is incumbent on the Contractor. Reference paragraph 4.1: The contractor shall provide an adequate staff of employees with the necessary management expertise, training, and certifications to ensure the performance of the work in accordance with sound and efficient management practices. The personnel complement shall include an adequate mixture of labor categories to meet the contract requirements, and at a minimum shall include the following mixture of labor categories at the stated staffing levels.
Question B: If not, will the Government please clarify the requirement?
ANSWER: Reference PWS paragraph 3.1.3 Operate buses as required. This is estimated to occur 92 times per year: The 92 times are not all 8 hour occurrences.
QUESTION 11: PWS paragraph 3.1.3 discusses the requirement to provide operators for different types of vehicles. It specifies the estimated number of times operators are provided for buses (92 times a year).
Question: Please provide the estimated number of times per year or workload data, the contractor will be required to provide drivers for each of the following categories of vehicles:
VIP Operator Services
Light vehicle operators
Operate buses as required
Medium vehicle operators
Heavy vehicle operators for tractor trailers
ANSWER: The specific information is not available. Approximately 5847 combined workload hours in providing these services.
QUESTION 12: Paragraph 3.1.4.1 Wrecker Dispatch states the contractor will “dispatch the wrecker
….. within two hours after working hours.”
Question: Will wrecker dispatches after working hours be paid overtime from the Overtime CLIN?
ANSWER: Yes.
Is there an established policy for payment for “on call” time?
ANSWER: No. There are no provisions for this approach.
QUESTION 13: Reference: 3.1.3.1 Response Time. Respond within one hour of notification for service during normal working hours, and within two hours of notification for service after normal working hours when notified by the Government.
Question: Will the government allow stand by pay in order to respond to two hour response time referenced in PWS paragraph 3.1.3.1.
ANSWER: There are no provisions for this approach.
QUESTION 14: Paragraph 3.1.4.2 On/Off Base Wrecker Services discusses the requirement for providing this service.
Question: Please provide the number of times per year:
Wrecker service is required during normal working hours, The number of times the wrecker service is required outside of normal working hours.

ANSWER: This specific information is not available. Approximately 549 wrecker calls were done in a twelve month period.
QUESTION 15: Reference PWS 3.1.5. What are the expected Escort Service requirements in man hours?
ANSWER: The Government estimates 100 hours for Escort Services.
QUESTION 16: Ref. page 12 of 83 under 3.1.7: paragraph 3.1.7.8 is identical to 3.1.7.1. Paragraph 3.1.7.8 appears to have been added in error. Please verify.
ANSWER: Paragraph 3.1.7.8 has been deleted in its entirety.
QUESTION 17: Reference: 3.1.7.1 Vehicle Licensing Program. Contractor shall appoint a primary vehicle licensing examiner. Appointee shall be qualified and licensed on the equipment that training and testing is being conducted on. Contractor is responsible in establishing and maintaining a licensing program for vehicles IAW COMMCICOM G4 121818Z SEP 14 message, Title 49 CFR.383, DoDI
6055.4, DoD 4500.36R, MCO 11240.106, MCO 5100.19F, North Carolina Driver’s Handbook and
Commercial Driver’s Manual, SECNAV M-5210.1, MCO P8020.10B, Title 29 CFR 1910.178, and
NAVSEA SW023-AH-WHM-010 Question: Can the government provide the number of student’s trained annually referenced paragraph 3.1.7.1.
ANSWER: This specific information is not available; however there were approximately 1487 licenses/permits issued.
QUESTION 18: Reference: See paragraph 4.1 and paragraph 3.1.7.1
Question: The labor categories listed in the table in paragraph 4.1 does not support the tasks 3.1.7.1.
ANSWER: The vehicle licensing examiner is not considered a full time position, rather an additional duty. The Contractor is not limited to the minimum personnel complement stated in the PWS.

Question: Does the government provide initial training and certifications?
ANSWER: The Contractor is responsible for initial and recertification training of employees.
QUESTION 20: Reference PWS Paragraph 3.1.7.7: The paragraph states that “The Contractor shall test and endorse the OF-346 for 4X4 vehicles IAW the MTD SOP.”; however, there is not quantification on the number of testing actions for 4X4 operators. Please quantify the number of licensing actions we can expect to complete.
ANSWER: This is a new requirement historical data is not available. The Government estimates 30 per month.
QUESTION 21: Paragraph 3.2 Transportation Maintenance Services discusses the maintenance services to be provided for the vehicles listed in APPENDIX 5.
Question: Please provide the workload data for the maintenance performed on the vehicles listed in
APPENDIX 5.
ANSWER: This information is not available.
QUESTION 22: Reference PWS Paragraph 3.2.1.1: The paragraph states that “Employees performing maintenance and repairs to vehicles in this contract are required to possess and maintain the Automotive
Service Excellence (ASE) certification in Refrigerant Recovery & Recycling….”. Please confirm this certification requirement is limited to those employees performing refrigerant recovery.
ANSWER – All Employees performing maintenance and repairs to vehicles in this contract are required to possess and maintain the ASE certification in Refrigerant Recovery & Recycling IAW local Base and EPA Regulations.
QUESTION 23: Reference: 3.2.1.1 Maintenance and Repairs to Vehicles. Employees performing maintenance and repairs to vehicles in this contract are required to possess and maintain the Automotive
Service Excellence (ASE) certification in Refrigerant Recovery & Recycling IAW local Base EPA
Regulations. Reference: Section 609 of the Clean Air Act Amendments of 1990
Question: Will the government reimburse for ASE Certifications.
ANSWER: No. The Contractor is responsible for initial and recertification training of employees.
QUESTION 24: Reference 3.2.2 Roadside Assistance. Please provide the number of occurrences during a 12 month period.
QUESTION 25: Paragraph 3.2.2 Roadside Assistance states the Contractor shall provide roadside assistance for USMC owned vehicles listed in APPENDIX 5.
Question: Please provide the number of times per year the contractor will provide roadside assistance and the maximum distance from Camp Lejeune roadside assistance will be provided.
ANSWER: This information is not available.
QUESTION 26: Will the Government provide historical information as to the number and location of emergency wrecker / roadside service requests that were performed during weekends or holidays during previous years?
ANSWER: This specific information is not available.
QUESTION 27: 3.2.3 Vehicle Maintenance Services. All Vehicle Maintenance Services shall be performed IAW MCO P11240.106, Motor Manual, and applicable vehicle maintenance manuals. The
Contractor shall ensure the vehicle fleet is not less than 95% available for use at all times.
What is the current percentage available for use of Contract Vehicles reference paragraph 3.2.3.
ANSWER: For purposes of fleet percentage availability, 95% is the requirement. Please refer to
Appendix 5 (this includes those USMC owned vehicles listed in Appendix 4).
QUESTION 28: Please clarify if the 95% availability for use of fleet is based on total number of vehicles or by vehicle class (i.e. bus, sedan, semi-trailer, etc.).
ANSWER: Percentage availability is based on total number of vehicles delineated in Appendix 5.
QUESTION 29: 3.2.3.1 Preventive Maintenance (PM), Repairs, Overhauls, Etc. The Contractor shall ensure that PM’s, repairs, overhauls, etc. are conducted to ensure that the fleet is in continual optimal working condition. Any vehicle in the Contractor’s possession with PM or repair requirements will be considered out of service. Every vehicle presented to the Contractor for repair/PM shall have a bumper-to-bumper inspection performed, and those discrepant conditions annotated on the SRO
The table on paragraph 4.1 nor CBA does not address Vehicle Inspectors; reference paragraph 3.2.3.1 requires bumper to bumper inspection.
ANSWER: Vehicles inducted for maintenance will be inspected as noted. This service is not considered a full time position, rather an additional duty. The Contractor is not limited to the minimum personnel complement stated in the PWS. Adequate staffing/labor division is incumbent on the Contractor.

QUESTION 30: 3.2.3.3 Surge/Emergency Operations. The Motor Transportation Division may experience surges in workload requirements of up to 10%. These workloads may require off shift working hours, evenings, weekends and holiday working hours. All surge/emergency work done outside the predetermined standard work week will be authorized by the Contracting Officer’s Representative and be paid in accordance with the Service Contract Act.
Paragraph 3.2.3.3 addresses surge/emergency work being paid in accordance with SCA, did government mean CBA.
ANSWER: Paragraph 3.2.3.3 has been modified to read “… in accordance with the applicable wage determination.”
QUESTION 31: As the Dispatch Operation and the Motor Transport Division is required to be manned 0600-
1700 and maintenance services from 0730-1630, and required to maintain an on-call maintenance provider. Is there a central telephone on-call telephone provided by the Gov or is the Contract Manager required to submit a weekly on call rooster with our employee’s personnel numbers to the COR on a monthly basis?
ANSWER: The Contract Manager will be contacted by the COR or alternate designated Government official for on-call maintenance and dispatching services.
QUESTION 32: Reference: PWS 3.2.2.1
Question: Are the Duties expected of On-Call Maintenance Providers limited to that required in the definition of Roadside Assistance in PWS 3.2.2?
QUESTION 33: Reference: PWS 3.2.3.3.
Issue: Surge / Emergency Operations
Question A: Will the Government please provide the historical surge / overtime hours for the past two (2) years so industry has an expectation on this LPTA / RFQ to properly, but competitively, estimate these costs?
Answer: Surge requirements are included in the overtime hours under CLINs 0002, 1002, 2002 and
3002. Contractors will not submit pricing for these CLINs.
QUESTION 34: Reference: PWS 3.2.3.3
Question: How are these costs to be reimbursed by the Government as there are no reimbursable CLINs listed in the
Schedule of Services?
ANSWER: Surge/Emergency operations will be paid under the Overtime CLINs.
QUESTION 35: Reference PWS Paragraph 3.2.3.3: The paragraph states “All surge/emergency work done outside the predetermined standard work week will be authorized by the Contracting Officer’s
Representative and be paid in accordance with the Service Contract Act”. Please confirm there is no additional pre-coordination requirements with the Contracting Officer to verify funds availability prior to performing the assigned surge/emergency work.
ANSWER: Overtime CLINs will be funded at time of contract award with a Not to Exceed amount.
QUESTION 36: Reference PWS 3.2.3 (Vehicle Maintenance Services)
The reference states that “The Contractor shall ensure the vehicle fleet is not less than 95% available for use at all times.”
Question: Which population of vehicles does this apply; Appendix 4, Appendix 5 or both?
ANSWER: For purposes of fleet percentage availability, please refer to Appendix 5 (this includes those USMC owned vehicles listed in Appendix 4).
QUESTION 37: Reference PWS 3.2.3 (Vehicle Maintenance Services)
The solicitation states “All Vehicle Maintenance Services shall be performed IAW MCO P11240.106, Motor Manual, and applicable vehicle maintenance manuals. The Contractor shall ensure the vehicle fleet is not less than 95% available for use at all times.” The PWS does not state the level of maintenance required for this solicitation (i.e. Organization or Intermediate).
Question: What is the required level of service (Organization or Intermediate) and is the level of service the same for both Appendix 4 (C Pool) and Appendix 5 (Gov. Vehicle Roster)?
ANSWER: The required level of service is not based on the military structural maintenance concept. The Contractor will be required to perform all manner of maintenance. The level of service applies to the vehicles listed in Appendix 5.
QUESTION 38: PWS Reference 3.2.3.3 states: The Motor Transportation Division may experience surges in workload requirements of up to 10%. These workloads may require off shift working hours, evenings, weekends and holiday working hours. All surge/emergency work done outside the predetermined standard work week will be authorized by the Contracting Officer’s Representative and be paid in accordance with the Service Contract Act.
Question:
Since the contract is now governed by a Collective Bargaining Agreement (CBA), SCA rates would not apply for this overtime work. Would the government change the wording to “applicable wage determination, SCA or CBA”?
ANSWER: Paragraph 3.2.3.3 has been modified to read “… in accordance with the applicable wage determination.”
QUESTION 39: Question: Page 14 of the PWS section 3.2.3.3 Surge/Emergency Operations states that The
Motor Transportation Division may experience surges in workload requirement of up to 10%. Please define total number of hours to which this is equivalent.
Answer: This information is not available.

Question: Does the government expect the contractor to have personnel available to operate any vehicle or piece of equipment that may be delivered in accordance with paragraph 3.2.4.4; or does the government expect the contractor employees to be able to operate the type of equipment located in the attached Technical Exhibits.
ANSWER: The Government requires the Contractor to be able to operate the type of equipment listed in Appendices 4 and 5.
QUESTION 41: Reference: RFP Section 3.2.4.1, page 14 of 83:
Question A: Are there any production control services (Work Control, Scheduling, Reception and Reporting) that need to be performed by personnel at the Marine Corps Air Station (Bldgs AS117, AS118 or AS118A)?
ANSWER: The opening, closing, and maintenance of Shop repair Orders.
QUESTION 42: Reference PWS Paragraph 3.2.4.1 and Site Visit: The paragraph states that “The
Contractor shall process all requests utilizing the Fleet Anywhere/Fleet Management System software for vehicle/equipment maintenance and repair….”; however, we thought we heard the Government state that they receive customer service call requests and transfer them to the Contractor for action during the Site
Visit tour. Please clarify the Government’s role in the induction of vehicles and equipment into the maintenance process.
ANSWER: The Government does not process requests for maintenance. If a customer calls the
Government’s phone line in error, they are referred to the Contractor for evaluation and processing.
QUESTION 43: Paragraph 3.2.4.3 Commercial Vendor Maintenance states the Contractor shall deliver and process as necessary, vehicles that require commercial vendor maintenance and return the vehicle to the installation when services have been completed.
Question: Please define what types of maintenance are considered commercial vendor maintenance.
ANSWER: Warranty, recall, and other work not identified in the PWS.
QUESTION 44: Reference: M67001-16-T-0003, Page 15, - 3.2.6 Preventive Maintenance (PM); Page 45-46 –
Appendixes 4 and 5; and Page 52 of 83 – Enterprise-wide Contractor Manpower Reporting Application
Question: The PWS states on Page 15, “For planning purposes, the Government develops this schedule IAW the manufacturer’s [sic] frequencies and requirements for all vehicles listed in APPENDIX 5. Appendix 4 and 5 list the types of vehicles to be maintained but does not specify the make and model. Question: Can the Government provide the make, model, and mileage for each vehicle so we may determine the FTE hours required to maintain each or, provide historical information on preventative maintenance checks and services hours, to include corrective maintenance hours, for an average annual basis?
ANSWER: See attachment titled “Current Fleet.”
QUESTION 45: Reference PWS Paragraph 3.2.10.4: The paragraph states “Battery exchange with
Contract Operated Parts Store (COPARS) shall be utilized anytime a new battery is purchased for replacement”. Please confirm the replacement batteries are Government-furnished property provided at no additional cost to the Service Provider.
ANSWER: The Government provides all parts.
QUESTION 46: Reference PWS Paragraph 3.2.11.1: The paragraph states “All tires shall be repaired/replaced IAW NAVSEASW023-AH-WHM-010, MCO P11240.106, and Federal Motor Carriers
Safety Regulation Parts 325.93 and 393.75”. Please confirm the replacement tires are Government-furnished property provided at no additional cost to the Service Provider.
ANSWER: The Government provides all parts.
QUESTION 47: Paragraph 3.2.14.1 Priority 1 Vehicles/Equipment states “Vehicles and equipment in this category are vehicles to include, but not limited to medical, fire, security, sanitation, or seasonal equipment. Repair work will be started immediately after the vehicle is reported out of service IAW paragraphs 3.2.3 and 3.2.3.1. The Contractor shall continue work until maintenance or repair is complete.”
Question: Does this paragraph mean the contractor will continue work after normal working hours on these vehicles? Will overtime be authorized from the Overtime CLIN for these hours?
ANSWER: The Contractor will not continue to work on these vehicles after normal working hours unless the COR authorizes the overtime based on mission critical requirements.
QUESTION 48: Reference RFP Section B and PWS Paragraphs 3.2.12 and 3.2.13: The paragraphs outline repair actions to be taken by the Service Provider on an as needed basis for body/fender repair and glass replacement.
Question: How are these costs to be reimbursed by the Government as there are no reimbursable CLINs listed in the Schedule of Services?
ANSWER – This will be a Firm-Fixed-Price contract. These services are included in the contract under
3.2 Transportation Maintenance Services.
QUESTION 49: Reference PWS Paragraph 3.2.17.2: The paragraph states “The Contractor shall perform an annual condition inspection on MHE IAW MCO 11262.2”. Are the costs associated with the annual inspection considered reimbursable?
ANSWER: There are no costs associated.
QUESTION 50: Reference: PWS Para. 4.1, Management and Staffing Question: While we understand the Government’s desire to keep this contract fully staffed, would the Government consider changing the penalty from after 14 days to after 28 days with the rationale that even if a replacement is identified quickly (within one or two weeks), the replacement still may need to give two weeks’ notice to their current employer.
QUESTION 51: Ref. pages 8 of 83, 9 of 83, 17 of 83 under paragraphs 1.4.1, 3.1.2 and 4.1 respectively:
Paragraph 4.1 states, “The personnel complement shall include an adequate mixture of labor categories to meet the contract requirements, and at a minimum shall include the following mixture of labor categories at the stated staffing levels” with the table showing 1 (one) Dispatcher, Motor Vehicle (Occupation Code 01060).
Paragraph 1.4.1 states, “Motor Transport Division, MCB Camp Lejeune, Bldgs. 1407 and 1408
(Operations/Dispatch Svc): Monday-Friday 0600-1700” which totals an 11-hour work day. Paragraph 3.1.2 states, “Dispatch Services. The Contractor shall provide a dispatch service from 0600 to 1700, Monday through Friday, and emergency dispatch services after normal working hours within two hours of notification.
(This service is estimated to occur 12 times per year).” Again, totaling an 11-hour work day.
Question: Please clarify the expectation of one Dispatcher, Motor Vehicle (Occupation Code 01060) meeting the 11-hour work day requirements of paragraphs 1.4.1 and 3.1.2. In order to accommodate eleven hours/day, the minimum number of workers required would be greater than 1.

Question: The Management and Staffing paragraph refers to staff with management expertise. The Contract
Manager paragraph describes the Contract Manager and the Alternate(s) as key positions with the authority to bind the contractor. The Wage Determination section identifies the Contract Manager as the SCA WD category
Administrative Assistant/Contract Manager with a rate of $19.44 per hour. In our experience, key persons with the authority to bind the contractor are exempt positions such as Program or Project Managers who earn much higher salaries than the Administrative Assistant SCA Rate. Please explain how the Government intends for the role of the
Administrative Assistant and the Contract Manager and Alternate Contract Managers to be the same SCA Wage
Determination category.
ANSWER: The Contract Manager position has been designated as an exempt position in accordance with 29
CFR 541.102.
QUESTION 58: Paragraph 4.1 establishes the minimum staffing level for the contractor.
Question: Please provide the productive hours per year this staffing level is based on.
QUESTION 59: Paragraph 4.1 listing the minimum personnel lists a Mobile Equipment Servicer as one of the labor categories.
Question: Please provide the number of items to be serviced by the Mobile Equipment Servicer and the frequency of servicing required for each category of equipment.
ANSWER: The Mobile Equipment Service is synonymous with Roadside Assistance. The number of items that may be required to be serviced by the Mobile Equipment Servicer is listed in
Appendix 5. Specific information is not available.
QUESTION 60: Reference PWS Paragraph 4.1 and 10.14: The paragraph states “The personnel complement shall include an adequate mixture of labor categories to meet the contract requirements, and at a minimum shall include the following mixture of labor categories at the stated staffing levels.” Are these levels required for each duty day?
ANSWER: Yes; full complement staffing level is required during the scheduled work period as defined in the PWS.
QUESTION 61: The PWS stated that the minimum acceptable staffing level was 19 personnel. Are offerors required to bid 19 full-time equivalents at 2080 hours each or is the staffing level a combination of full-time and part-time employees?
ANSWER. QUESTION 63: Reference: RFP Section 4.1, page 17 of 83:
Discussion: The Government provided a list of minimum labor categories in this section which included the
Contract Manager as an SCA position, code # 01020. This labor category is an Administrative Assistant whose duties are defined in the SCA Directory of Occupations (v5) as “In addition to secretarial duties (filing, taking phone calls, scheduling appointments, making travel arrangements), this position will provide administrative support to executive staff with office management responsibilities to include budgeting, personnel records and payroll. The Administrative Assistant may be required to work independently on projects requiring research and preparation of briefing charts and other presentation materials.” A contract manager’s duties clearly exceed that of an Administrative Assistant as he or she is not an assistant to the executive staff, but rather, this person is a member of the contractor’s executive staff, and is responsible for the administration, management, supervision and leadership required to execute the contract. Additionally, the Contract Manager needs to be paid more than the people he or she supervises and manages. There are multiple CBA positions that are paid substantially more than an
Administrative Assistant, especially when the CBA fringe benefits are applied. Furthermore, the ability to find a person with a bachelor’s degree and 3 years’ experience, or 10 years’ experience, who would be willing to work for this SCA position’s wages is extremely remote.
Question: Will the Government change the Contract Manager to an Exempt position so that contractors can properly find and pay for a person who not only meets the Government’s experience and educational requirements, but is competent to perform the leadership and management responsibilities of the Contract Manager position?
ANSWER: The Contract Manager position has been designated as an exempt position in accordance with 29 CFR 541.102.
QUESTION 64: Reference: RFP Section 4.1, page 17 of 83:
Discussion: The Government provided a list of minimum labor categories in this section which included the Lead
Operations Tech as a CBA position, code # 01020. This labor category is defined in the SCA Directory of
Occupations (v5) as an Administrative Assistant whose duties are “In addition to secretarial duties (filing, taking phone calls, scheduling appointments, making travel arrangements), this position will provide administrative support to executive staff with office management responsibilities to include budgeting, personnel records and payroll. The Administrative Assistant may be required to work independently on projects requiring research and preparation of briefing charts and other presentation materials.” A Lead Operations Tech duties are clearly different from and exceed that of an Administrative Assistant, as he or she is not just an assistant to the executive staff, but rather, this person is responsible for successfully administering, managing, supervising and executing many (if not all) of the day to day operations of this contract. The position description for this labor category is not specifically described in either the PWS or the CBA, except by reference to the SCA as described above.
Regardless, the duties of this individual clearly fall into those categories that are specifically excluded from the CBA
(Article 1, page 3) which states that “This agreement excludes office clerical employees, professional employees, managerial employees, supervisors and guards as defined by the National Labor Relations Act, as amended.
Question: Will the Government change the Lead Operations Tech to an Exempt position so that a) the scope of the
CBA, as defined in Article 1 of said document is not violated and b) contractors can properly find and pay for a person who not only meets the Government’s experience and educational requirements, but is competent to perform the professional, clerical, managerial and supervisorial requirements of this position?
ANSWER: All questions related to the CBA shall be directed to the Union Directing Business
Representation. The Contractor is not limited to the minimum personnel complement stated in the
PWS. Adequate staffing/labor division is incumbent on the Contractor. Reference paragraph 4.1:

QUESTION 65: Reference PWS 4.1 and 10.14 (Management and Staffing and PRS)
The reference provides for “Any vacancies that occur in the Contractor’s proposed manning must be filled within 14 calendar days.” And the PRS for section 4 (Management and Staffing) has an AQL of
100% with Surveillance Method of 100% Inspection. One position vacated for one-day means noncompliance even though we comply with the PWS 4.1.
Question: Will the government consider a lower AQL for that PRS section?
ANSWER: No. For the purpose of adequate staffing, this element of the AQL is assessed monthly and is based on exceeding the 14 calendar days parameter in filling a vacancy.
QUESTION 66: Reference PWS Paragraph 4.1: The paragraph states “The personnel complement shall include an adequate mixture of labor categories to meet the contract requirements, and at a minimum shall include the following mixture of labor categories at the stated staffing levels.” Will pricing proposals be evaluated to confirm the Offeror’s ability to comply with this requirement?
ANSWER: Price will be evaluated.
QUESTION 67: Reference PWS Paragraph 4.1 and 10.14: The paragraph states “The Contractor is responsible for maintaining the required minimum staffing level. The Contractor alone shall approve and administer leave and holidays for its employees.” Please confirm the Contractor will be considered compliant with this requirement if personnel are not available due to sickness, vacation, or short periods of vacation.
ANSWER: Short absences due to sick, bereavement, or annual leave are considered compliant with the requirement.
QUESTION 68: Reference RFP 4.1.4 on page 18 of 83, RFP 4.1.5 on page 19 of 83, and RFP Contract Terms and
Conditions, page 74 of 83, (c)(1), Nondisplacement of Qualified Workers (E.O. 13495).
Discussion: RFP 4.1.4 lists the Contract Manager and alternates as key personnel, and requires submission of resumes for these positions. In the RFP the Contract Manager is listed as an SCA position and the only potential alternates are CBA positions, which means that the requirements of E.O. 13495 apply, requiring that the successor contractor offer incumbent personnel these positions.
Question: Since the Government requires offerors to provide first right of refusal for incumbent personnel, and we must submit resumes with our proposal, will the Government provide the names and contact information for the incumbent Contract Manager and all Alternates so that bidders can obtain the required resumes from these individuals?
ANSWER: The Government cannot provide this information. The Contract Manager position has been designated as an exempt position in accordance with 29 CFR 541.102. Managerial, supervisory, or non-service employees on the current contract are not etitled to an offer of employment.
QUESTION 69: Reference PWS Paragraph 4.1.4, 4.1.5 and 52.212-2 Evaluation, Sub factor C: Is a resume required for the Contract Manager only or the Contract Manager and alternates?
ANSWER: A resume is required for the Contract Manager and Alternate(s).
QUESTION 70: Page 18 of 83, paragraph 4.1.4, Key Personnel Requirements: The Contract Manager is listed as being “Key” personnel; however, page 17 of 83, paragraph 4.1 has the Contract Manager assigned an occupation code (01020). Does this mean he is hourly personnel and not exempt?
ANSWER: The Contract Manager position has been designated as an exempt position in accordance with 29 CFR 541.102.

Question: Please clarify who “This person and sufficient alternates” are in reference to paragraph 4.1.5.
ANSWER: Sufficient alternate is defined as the designated Alternate Contract Manager to act during the absence of the Contract Manager.
QUESTION 73: Reference paragraph 4.2; will the government provide a copy of training, certifications, permits and valid licenses/endorsements of incumbents’ employees.
ANSWER: The Government cannot provide this information.
QUESTION 74: Reference: 4.5.1 Hazardous Material Handler (HMH).
Question: Will the contractor employees that are performing work in accordance with paragraph 4.5.
