About this opportunity

The Department of State is seeking to establish a Blanket Purchase Agreement (BPA) for translation and on-demand interpretation services at the U.S. Embassy Ulaanbaatar in Mongolia. The contractor must provide professional interpretation and translation services at fixed hourly, daily, and per-word rates, including consecutive interpretation, simultaneous interpretation, and written translation for official meetings, conferences, diplomatic events, and administrative proceedings. Minimum qualifications for offerors include at least three years of relevant professional experience, native or near-native language proficiency, relevant certifications or professional memberships, ability to provide services within 24 hours, and demonstrated commitment to confidentiality and professional ethics. Evaluation will be based on interpreter qualifications and experience, ability to provide requested services, quality control and responsiveness, relevance and quality of previous work, reliability and professionalism, and reasonableness and competitiveness of rates. Quotations are due by 4:00 PM on April 17, 2026, and must be submitted electronically in MS-Word, MS-Excel, or PDF format to Ulaanbaatar-Procurement@state.gov, with a maximum file size of 30MB per submission.

This is an unrestricted acquisition with no small business set-aside designation. The RFQ does not indicate a specific award value or budget range, nor does it identify any current contractors or incumbents. The BPA will have a base period of up to five years plus four option years, subject to fund availability and satisfactory performance, though the Government is not obligated to place any minimum orders or guarantee any minimum purchase quantities under the agreement. All work must be performed in Mongolia by interpreters resident in the country, with all interpretation occurring in-country and not conducted via electronic means outside of Mongolia. The Government will not incur travel costs for interpreters not residing in Mongolia, ensuring that service providers are locally based and available for rapid deployment as needed on an as-needed basis.
