About this opportunity

The Department of Homeland Security Science and Technology Directorate seeks to procure access to the Amazon Web Services, Microsoft Azure, and Google Cloud Platform through a single contract vehicle to support the Cybersecurity and Infrastructure Security Agency's Advanced Analytics Platform for Machine Learning project. Respondents are to provide overviews of available clouds, rough order of magnitude pricing for available configurations over a potential three to four year period, and summaries of similar past performance. Submissions must be received no later than February 21, 2024. The Government may hold follow up meetings with comprehensive responders as part of its market research.

No set-aside has been designated for this potential award. The incumbent contractor is Arch Systems, LLC under contract number 75N98118D00064/70RSAT21FR0000112 to provide these cloud services through September 2024. Respondents are asked to provide rough order of magnitude cost estimates by function or other metrics for providing cloud capabilities and associated services over the period of the potential follow-on contract. The timeline for release of any solicitation related to this requirement is still to be determined.

The U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPO) issues this Request for Information (RFI) on behalf of the DHS Science and Technology Directorate (S&T), Office of Mission and Capability Support (MCS).

The Cybersecurity and Infrastructure Security Agency (CISA) Advanced Analytics Platform For Machine Learning (CAP-M) Project is a next generation research and development being developed by S&T for CISA. CAP-M is envisioned to be a multi-cloud, multi-tenant environment for testing new software and tools, and developing complex machine learning capabilities. CAP-M’s multi-cloud approach enables end users to seamlessly access a variety of capabilities across multiple clouds to meet their analytics and computation needs.

MCS is interested in understanding the capabilities of businesses that could supply access to three commercial clouds, Amazon Web Services, Google Cloud Platform, and Microsoft Azure to the CAP-M team.
