About this opportunity

The Military Sealift Command is seeking Original Equipment Manufacturer (OEM) propeller and hub replacement parts for three T-AO 187 class vessels: USNS Lenthall, USNS Patuxent, and USNS Grumman. The procurement is structured as a Firm-Fixed Price Purchase Order, with the government intending to award on a sole source basis to Rolls Royce Marine North America, Inc. under FAR 6.302-1 guidelines. Offerors must be either an OEM, OEM authorized dealer/distributor, or MSC DCA qualified non-OEM vendor. The evaluation will focus on technical acceptability and price reasonableness, with responses due by January 9, 2025, at 12:00 PM EST. Potential vendors are required to submit capability statements, and the government will consider all responsible sources for the solicitation.

The contract is not set aside for small businesses and uses NAICS code 333618 with a size standard of 1,500 employees. Rolls Royce Marine North America, Inc. is the intended sole source contractor, justified by their exclusive access to proprietary technical data and manufacturing capabilities for these L4-rated propeller systems. The parts include various components such as hub installation kits, seal blades, lip seals, and O-rings, with quantities ranging from 1 to 256 units per item. Delivery is required by March 20, 2025, to the MSC W-143 Warehouse in Norfolk, Virginia. The procurement will be funded with FY25 Navy Working Capital Funds, with an expected award date of January 23, 2025, and a total order covering critical replacement parts for the specified naval vessels.
