About this opportunity

The Department of the Air Force Air Combat Command is seeking support services for the Surveillance and Tracking RADAR Processors (STRAP) program, which will provide Radio Detection and Ranging data services to the Battlespace Command and Control Center-Theater, United States Central Command Air Traffic Control facilities, and designated sensor nodes. The contractor must deliver comprehensive services encompassing design, engineering, and integration; hardware and software installation; both on-site and remote training; remote monitoring capabilities; and sustainment and logistics support for RADAR equipment across the USCENTCOM Area of Responsibility. Key qualifications include Secret facility clearance, DCAA-approved accounting systems, experience with DoD bases and SIPR facility operations, and ability to deploy personnel to OCONUS locations including Jordan, Kuwait, Qatar, Saudi Arabia, and the United Arab Emirates. The contractor must maintain 24/7 help desk support, demonstrate expertise with multiple RADAR system types (AN/GPN-20, AN/TPS-75, AN/FPS-117, and STAR-2000), achieve strict performance thresholds including 100% on-time deliverable submission, 98% order accuracy and delivery timeliness, and 98% first-time installation success rates. The Request for Information deadline is March 18, 2026 at 10:00 a.m. Eastern Standard Time, with responses submitted to Contracting Officer Kristyn Ferebee and Contract Manager Mai-Ly Lindfors.

This pre-solicitation notice contains no set-aside designation and does not identify any incumbent contractors or current contract holders by name, though the PWS indicates this is a recompete action. No specific award value or budget range is provided in the available documentation. The contract requires performance to be executed primarily at the contractor's CONUS facility with frequent temporary duty travel to OCONUS locations, and all personnel must be U.S. citizens meeting DoD Cyber Workforce Framework requirements with minimum Tier 3 security clearances. The contractor must designate a Contractor Program Manager and identify key personnel including a Contract Program Manager, Project Manager, and Lead Engineer within 30 days of award, with replacement of any vacant key positions required within 30 calendar days. Government-furnished property from the predecessor contract will be transferred within 30 days of performance start, and the contractor must comply with extensive cybersecurity standards including NIST SP 800-171 and DoDI 8500.01.
