About this file

This is a Request for Information (RFI) questionnaire designed to gather preliminary information from potential contractors interested in bidding on the Surveillance and Tracking RADAR Processors (STRAP) Support Services contract (FA489026STRAP) for the Department of the Air Force Air Combat Command.

The RFI addresses three primary categories of inquiry. General questions assess contractor qualifications, including Secret Facility Clearance status, business size and socioeconomic categories, DCAA accounting system approval, subcontracting capacity, and past performance on mission-essential services during crises. Technical questions evaluate contractor capability to provide RADAR data services as outlined in the draft Performance Work Statement (PWS), including experience with DoD bases, SIPR facility operations, USCENTCOM Area of Responsibility (AOR) work, and OCONUS personnel deployment. The RFI specifically requests information on the contractor's ability to perform a 90-day contract transition, experience with the same or similar work within the last five years, and detailed performance-based metrics including recommended performance standards, rationale, and measurement methodologies. The final section solicits contractor feedback on the draft PWS clarity regarding requirements, deliverables, and labor categories, as well as requests for additional government-provided information to support proposal preparation. Responses are optional and may not be returned to the contractor.
