The purpose of this amendment 0001 is to incorporate the following changes:
1. Add to the solicitation the Prebid Agenda.
2. Add to the solicitation the sign-in sheet from the pre-bid conference and site visit.
3. Post the Questions and Answers received against the solicitation.
4. Post revised drawings, design report and specs..

This is the Solicitation. The USIBWC is accepting bids at this time.
The United States Section of the International Boundary and Water Commission (USIBWC) plans to issue a solicitation for the purpose of rehabilitating approximately 2.8 miles of the existing levee by excavating at least two feet of the existing dispersive clay soil and replacing it with imported clay that is not dispersive. Contractors are responsible for finding soils that meet the contract requirements as well as disposing of removed soils.

The major construction efforts include, but are not limited to, the following tasks:
Surveying the site before, during, and after construction
Preparation of right of way.
Excavation of the existing levee into benches and hauling off the existing material
Placement and compaction of nondispersive clay to the final elevation
Removal of existing vehicular gates
Construction of new vehicular gates
Construction of concrete slope and levee paving
Construction of concrete floodwall
Construction of riprap and wire mesh gabions
Construction of topsoil for erosion control
Construction of aggregate roadway surface
Revegetation of the site after construction
The final product shall be capable of or shall meet the requirements of FEMA 44 CFR §65.10 for flood control.


The work covers incorporated areas of El Paso County, Texas. Entrances to the work area are only from Borderland Road and Country Club Road which may affect the sizes and types of equipment being used. The work runs parallel to homes and public parks.


The magnitude of the project is estimated at $5,000,000 to $10,000,000.


The work is located in El Paso, Texas. A site visit date will be listed in the solicitation. The work will be performed under NAICS Code 237990. The contract will be firm-fixed price.


All work shall be completed within seven hundred and eighty (780) calendar days after the Notice to Proceed. Six hundred (600) calendar days are allotted for construction. Reseeding and establishment of vegetation shall be completed within one hundred eighty (180) calendar days of completion of all other work. The time for reseeding and establishment of vegetation is included in the seven hundred and eighty (780) calendar days. The time stated for completion shall include final cleanup of the premises.


The solicitation, plans, and specifications are expected to be posted on or about July 12, 2019 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by July 12, 2019 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days.


This is the Solicitation. All responsible sources may submit a bid to be considered by the Agency.
