Questions and Answers Received Against 191BWC19B0001 – Sunland Park West Levee Repair

Q1: How many contractors attended the mandatory pre-bid meeting?

A1: See attached sign in sheet.

Q2: Are these companies primarily local to El Paso or are they national contractors?

A2: No additional information can be provided on the companies that attended the site visit.

Q3: Is it possible to get a copy of the pre-bid meeting sign-in form?

A3: The pre-bid conference agenda is attached.

Q4: Is it possible to receive the bid tabulations post-bid for this project?

A4: The bid tabulations will be posted on FBO.gov in accordance with FAR 14.403 after award.

Q5: Did the Owner have a source for the imported clay material or was this to be sourced and furnished by the Contractor?

A5: All materials shall be provided by the Contractor. Per Technical Specifications Section 31.0513

1.7 A., there are no Government furnished borrow areas. Section 31.05.13 1.8 A. goes on to state that the Contractor shall provide the borrow areas for the project.

Q6: Specification 31.36.19 Gabion Mattresses, Page 4, 2.3 Stone Fill, A2. Requires the Los Angeles

Abrasion shall not exceed 15% loss of weight after 500 revolutions. This criteria is not found in this local region. All the local region LA Abrasion is within the 20-25% loss of weight after 500 revolutions. Will IBWC allow the 20-25% loss of weight criteria?

A6: Yes. Technical Specifications Section 31.36.19 2.3 A.2. has been revised in the updated specifications.

Q7: We are currently looking to source impervious material for this project. Can IBWC provide location information (i.e. Longitude/Latitude; address; google earth pin drop; etc.) of the previously used clay (impervious material) source that is “unacceptable”, so we can plan accordingly to find a suitable material?

A7: While there is no guarantee that the previous sources are "unacceptable," known sources for the levee were from the general area of coordinates 31° 52' 1"N 106° 36' 36"W and 31° 52' 30"N 106° 40' 36"W. Other sources were probably used, but their locations are unknown. Please note that both the east AND the west Sunland Park Levee contain dispersive clay. Do not assume that a clay source that supplied only the eastern levee will automatically meet USIBWC specifications.
