Prebid Conference

Meeting Date: August 29, 2019 at 9:00 am

Location: USIBWC American Dam Facility

Please understand that the Prebid Conference is intended to aid Contractors and ensure that misunderstandings are minimized to provide a better project for all involved. However, the

Government is not bound by verbal responses. Contractors shall submit written questions to the

Contracting Officer (CO) for official clarification and responses. All written questions and answers received prior to the cutoff date shall be added to this Solicitation as an amendment;

only these written responses bind the Government during performance of this Contract.

Items of Note for Contractors

1. Only access to project is via Borderland Bridge or Country Club Bridge.

a. USIBWC does not require a traffic control plan for our property, but you will need plans through the City of El Paso for these access points. Section 01.55.00 1.8.

2. Many homeowners adjacent to work.

a. Contractor is required to notify adjacent landowners/renters/occupants of construction work. See Section 02.01.00 1.13 B.1.

b. Contractor is required to notify adjacent landowners/renters/occupants of removal of encroachments. See Section 02.01.00 1.13 B.2.

c. Contractor is required to notify adjacent landowners/renters/occupants of seeding.

USIBWC has had significant issues with people spraying herbicides on the levee to stop the growth of weeds. See Section 02.01.00 1.13 B.3.

d. Many walls adjacent to work. See Section 02.22.00 about vibration monitoring and inspections prior to construction.

3. Irrigation canals and structures adjacent to work shall be protected. This includes keeping soil from falling into canals.

4. Rio Grande Riverpark Trail parallels levee on floodplain through most of project.

a. People using trail will cross Borderland Bridge. Detour and safety signs will be required for pedestrians and bicyclists.

b. Mary Frances Keisling Park (also known as Valley Creek Park or Gomez Park) has access to the Rio Grande Riverpark Trail. Except when safety dictates that access must be blocked, pedestrian access shall be maintained across the levee. Section

01.11.00 3.2.

5. Davis Bacon project

a. Applies to all subcontractors.

b. Certified payrolls required for all workers, including truck drivers (unless owner-operator).

c. Owner-operators have special reporting requirements.

6. SF-1413 forms are required for all subcontractors. This includes service providers but not suppliers.

7. Review requirements for Safety and Health Officer. Section 01.35.23 1.13.

8. CPR and first aid required for all employees onsite, including subcontractors. Section

01.35.23 1.16.

9. All subcontractors working onsite during any month shall complete Form 153 (Monthly

Exposure and First Aid Report). Sections 01.29.00 and 01.35.23.

10. Quality Control Systems Manager must be an engineer and shall have no other duties on the project. Section 01.45.00 1.11.

01.43.26 1.9 C.

14. Stringent clay requirements. Section 35.41.00 Part 2.

a. Please note that in situ clay that meets all material requirements cannot be blended.

15. All surveys shall be performed by or under the direction of a professional surveyor.

16. Surveys are required: prior to site disturbance, after excavation, after backfill of each type of material, and upon completion of the project. See Section 02.21.00 3.2 and 3.3 for more specifics.

17. Floodplain is available as staging area at Contractor's risk.

a. River trail cannot be impacted.

22. We are going to start the site visit at Borderland Bridge. I plan on stopping there, at the

Canutillo Lateral, at the access point to Mary Frances Keisling Park, and at Country Club

Bridge. Are there other areas where people wish to stop?

a. The levee is available to pedestrian access all of the time. You are welcome to go back and revisit any of the things that you see today on your own time. However, the gates will be locked, blocking vehicular access.

Directions from American Dam to Project Site

Two ways to get there:

1 - At second light heading north on Paisano, go straight staying in left lane, taking Resler Exit on flyover, getting onto I-10 and existing at Artcraft. Take a left (west) and take Artcraft to

Doniphan, heading north. Next light on Doniphan is Borderland. Take left (west) and

Borderland Bridge is right there.

2 - At second light heading north on Paisano, take a right onto Doniphan. Take Doniphan heading north to Borderland. Take left (west) at that light and Borderland Bridge is right there.

There are three access points from the frontage road to Paisano Drive. Take any of them and head north on Paisano staying the left lane.

Continue on Paisano until it merges with I-10. You will want to be in the left lane as Paisano travels over I-10 in order to enter the freeway. The on ramp is on the left.
