About this opportunity
The Department of Agriculture Animal and Plant Health Inspection Service (APHIS) is seeking to procure a subscription service contract for American National Standards Institute (ANSI) to provide ISO Standards Library access and electronic standards purchasing capabilities. The contract will be awarded using simplified procedures under FAR 12.201-1 and encompasses a service block of seventy-five (75) ISO standards along with additional standards including ANSI/ISEA, DS/ISO, NFS/ANSI, and SMACNA standards, with options for additional electronic standards and hard copy materials as needed. The requesting activity is USDA APHIS VS NBAF located in Manhattan, Kansas, and responses must be submitted via email to bonnie.k.simpson@usda.gov no later than March 25, 2026. The government has determined that ANSI is the sole responsible source capable of delivering the required proprietary software solution and comprehensive service package, as the software is copyrighted intellectual property that cannot be replicated or modified by third-party vendors. The anticipated award date is March 27, 2026, and while all responsible sources may submit responses for consideration, the sole source justification indicates that ANSI possesses unique capabilities that justify non-competitive award.
This procurement carries no small business set-aside designation and will proceed as a sole source award to American National Standards Institute, the incumbent and only identified source for this specialized service. The contract will operate on a Base Year Plus Four Option Years performance schedule, providing comprehensive access to the ISO Standards Library along with same-day service availability and complimentary updates on subscribed standards. While specific budget or award value information is not disclosed in the pre-solicitation notice, the scope indicates a significant ongoing commitment to standards library access and electronic materials procurement. Market research was conducted by the technical point of contact and determined no suitable alternative sources exist that could provide comparable capabilities or access to the proprietary ISO Standards Library system. The Contracting Officer, Bonnie Simpson, certified the sole source justification as accurate and complete on March 5, 2026, supporting the determination that APHIS can best serve its mission through a direct agreement with ANSI.
