Justification for Other than Full and Open Competition
This document is a Justification for Other than Full and Open Competition filed under FAR Part 6.3 by the United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS). The requesting activity is USDA APHIS VS NBAF located in Manhattan, Kansas, with the contracting agency being USDA APHIS MRPBS AAMD in Minneapolis, Minnesota. The justification supports a sole source contract with the American National Standards Institute (ANSI) to provide subscription services for ISO Standards Library access and the purchase of electronic standards.
The contract encompasses a service block of seventy-five (75) ISO standards along with additional standards including ANSI/ISEA, DS/ISO, NFS/ANSI, and SMACNA standards. The agreement includes direct access to the ISO Standards Library with options for additional standard purchases, complimentary updates, and same-day service availability. The contracting officer determined that ANSI is the only responsible source capable of delivering this comprehensive service package, as no other provider offers comparable capabilities. Market research was conducted by the technical point of contact and found no suitable alternative sources. The Contracting Officer, Bonnie Simpson, certified the justification as accurate and complete on March 5, 2026, with supporting data certified by Jane A. Keller from Archives & Document Control.

4. The statutory authority permitting other than full and open competition
41 U.S.C. 3304(a)(l), as implemented by FAR 6.302-1, titled "Only one responsible source and no other supplies or services will satisfy agency requirements."
5. A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority
American National Standards Institute (ANSI) serves a global client base; they are uniquely positioned to provide expedited services for all NBAF requirements.
NBAF will have direct access to current and updated ISO standards, as well as comprehensive customer support through ANSI.
Given these capabilities, no other organization is presently suitable to deliver the required service and support. By procuring services directly from ANSI, NBAF ensures reliable delivery of certified standards and timely updates necessary for maintaining ISO compliance.
6. A description of efforts made to ensure offers are solicited from as many potential sources as is practicable
No other provider offers a comprehensive service package that includes a block of seventy-five (75) ISO standards, along with the additional standards specified (ANSI/ISEA, DS/ISO, NFS/ANSI, and SMACNA). This agreement further provides the option for additional purchases, complimentary updates, and full access to the ISO Standards Library. Additionally, same-day service will be available to NBAF, ensuring timely and uninterrupted support.
7. A determination by Contracting officer that the anticipated cost to the government will be fair and reasonable
The USDA, APHIS, has procured similar services for many years, providing the agency with historical pricing data that will be utilized to assess price reasonableness. No contract will be carried out until the contractor’s proposed price has been evaluated and determined to be fair and reasonable in accordance with applicable federal acquisition regulations.
8. A description of the market research conducted, and the results or statement of the reason Market research was not conducted
Market research was conducted, and no sources were found. Market research was conducted by the technical point of contact.
9. Any other facts supporting the use of other than full and open competition
This requisition covers the access, purchase, and ongoing updates to all ISO standards. At present, there are no third-party providers capable of delivering these services, making the selected provider the sole source of this requirement.
10. A listing of the sources, if any, that expressed a written interest in the acquisition
No suitable company has expressed interest in writing this project.
11. A statement of actions, if any, the agency may take to remove or overcome any barriers to competition if subsequent acquisitions are anticipated.
We do not foresee any competition for the time being.
