About this opportunity

The National Institutes of Health (NIH), specifically the National Institute of Nursing Research (NINR), has issued a Special Notice announcing their intent to negotiate a sole-source contract with Colbert Consulting for strategic consulting and planning services. The contract, valued at $148,800, will span twelve months beginning January 20, 2025. The notice is being published under Federal Acquisition Regulation (FAR) 6.302-1, which allows for non-competitive procurement under specific circumstances. The strategic planning services will support NINR's ongoing efforts to develop and adapt a living strategic document that can respond to emerging health challenges and research opportunities. The contract will involve developing strategic imperatives that will guide NINR's research and training initiatives.

Contractors interested in potentially competing for this opportunity must submit a capability statement demonstrating how they can meet the contract requirements by January 20, 2025, at 10am EST. The statement should be emailed to Ms. Van Holley at holleyv@od.nih.gov, with no telephone responses accepted. The selected contractor will be responsible for critical tasks including identifying scientific areas of interest, developing scientific materials for NINR leadership, providing oversight for academic lectures and workshops, developing meeting agendas, reviewing scientific literature, and facilitating strategic plan implementation. The opportunity is set aside for small businesses, and while this is a notice of intent rather than a competitive solicitation, the government will review any submissions to determine if the proposed sole-source procurement should proceed. Potential contractors must show they can support NINR's strategic planning by collaborating with internal and external stakeholders and adapting to evolving research priorities.
