About this opportunity
The Department of the Army has published a Special Notice regarding Phase 1 Solution Brief submissions for a Combat, Assault, and Tactical Vehicles program designated as CTT (Increment 1). This notice, posted on April 2, 2026, addresses the government's requirement for Continental United States (CONUS) based production capabilities. The opportunity falls under the Heavy Duty Truck Manufacturing category (NAICS 336120) and Combat, Assault, and Tactical Vehicles, Wheeled classification (PSC 2355). There is no set-aside associated with this opportunity, meaning it is open to all eligible contractors. The notice serves as a clarification or amendment to previously posted solicitation materials related to the CTT Increment 1 program.
Contractors submitting Phase 1 Solution Briefs must address their current production locations and provide a detailed plan with associated timeline for establishing or transitioning to CONUS production capacity. The government specifically requests that companies identify whether they are currently producing Outside the Continental United States (OCONUS) and outline their strategy for moving to domestic production. Solution briefs are limited to 10 pages, though the CONUS production discussion will not count toward this page limitation. The submission deadline is April 8, 2026, providing contractors with six days to prepare and submit their responses. A revised version of the "CTT Increment 1 AOI" document with highlighted changes has been posted to the Contracting Service Office (CSO) and contractors should review these materials before preparing their submissions.
