About this opportunity

The Defense Logistics Agency Land and Maritime is conducting a market survey to identify potential sources for spare parts for the AN/VAS-5B Driver's Vision Enhancer (DVE), a critical thermal imaging system used in combat and tactical vehicles, particularly within the Abrams Combat Vehicle family. Specifically, the agency is seeking electronic components assembly with NSN 5998-01-591-2293 and Part Number 1000472-029. Suppliers must meet stringent technical requirements outlined in MIL-PRF-49256E performance specification and adhere to the interfaces specified in ICD A3325865, which requires a valid DD Form 2345 and certification from the Department of Defense Joint Certification Office. The market research is voluntary, and respondents are not guaranteed a contract or reimbursement for their submission costs. All responses must be submitted via email to the technical points of contact, including Vidal Candelaria, Jesenia Velez, and Niklas A. Skinner, by June 03, 2025.

This pre-solicitation notice is not set aside for any specific business category and does not specify a potential award value or contract budget. The market survey focuses on identifying suppliers capable of providing Form, Fit, and Function (F3) compliant components for the DVE system, with particular emphasis on vendors' capabilities in engineering, test equipment, obsolescence management, and stock availability. While no immediate contract award is planned, the research aims to establish a pool of qualified suppliers for future procurement of these critical electronic components. The targeted NAICS category is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing), and the Product Service Code is 5980 (Optoelectronic Devices and Associated Hardware). Interested suppliers must demonstrate technical expertise and compliance with military specifications to be considered for potential future contract opportunities.
