About this opportunity
The U.S. Fish and Wildlife Service, operating under the Department of the Interior's Office of Acquisition & Property Management, issued a Sources Sought Notice on April 24, 2026, for vegetation monitoring services at the Sally Bull Hollow Unit of Ozark Plateau National Wildlife Refuge in Adair County, Oklahoma. This notice is issued solely for market research purposes and does not constitute a formal solicitation or request for proposals. The government is seeking to identify capable contractors who can conduct baseline vegetation monitoring on approximately 35 acres to support a habitat restoration project. The notice is categorized under NAICS 541620 (Environmental Consulting Services) with a size standard of $19.0 million. Responses are due by May 6, 2026, and the period of performance runs from June 1 through December 31, 2026.
The primary objective is to document existing vegetation and habitat conditions prior to implementing restoration activities such as thinning, prescribed fire, invasive species removal, and native plant establishment. Contractors must implement six vegetation monitoring protocols from the Oak Savanna Monitoring Standard Operating Procedures developed jointly by USFWS, USFS, and USGS, conducting surveys during the 2026 growing season with preferred survey dates in July and October. The contractor must collect, analyze, and document vegetation data, ultimately submitting a comprehensive final report that includes methods, results, discussion, and supporting data such as tables and graphs. While the notice text is truncated regarding specific minimum qualifications, interested vendors must demonstrate botanical expertise and familiarity with the standardized monitoring protocols. This sources sought notice represents an opportunity for environmental consulting firms with specialized vegetation monitoring capabilities to position themselves for potential future contract awards related to wildlife refuge habitat restoration initiatives.
