About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is seeking small businesses to manufacture U.S. Army West Point Cadet Chevrons through a Sources Sought Notice. The procurement involves producing embroidered chevrons for various cadet dress coats, including Dress, Full Dress, and Overcoat styles, with precise technical specifications detailed in attached government files. Potential vendors must provide comprehensive information about their capabilities, including firm details, business status, DUNS number, CAGE code, and past experience with similar textile manufacturing requirements. Interested small businesses are required to submit responses by March 31, 2025, directly to Ignacio Cordova at Ignacio.j.cordova2.civ@army.mil, with specific documentation demonstrating their ability to meet the complex manufacturing specifications. Evaluation criteria will focus on the vendor's technical capabilities, manufacturing experience, pricing information, and ability to produce high-quality embroidered chevrons that meet military uniform standards.
The solicitation is designated as a total small business set-aside, contingent upon receiving responses from at least two qualified small businesses capable of meeting the requirement. The government encourages participation from all small business socioeconomic categories, including 8(a) Business Development Program, Small Disadvantaged Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. While no specific award value is mentioned, the procurement will utilize NAICS code 314999 for Miscellaneous Textile Product Mills and follows standard military textile manufacturing procurement protocols. The chevrons must be manufactured using specific techniques, including multihead embroidery machines, precise stitch density requirements, and rigorous quality control measures. Packaging requirements mandate bundling chevrons in quantities of ten pieces, with clear markings and detailed documentation to ensure compliance with military uniform standards.
