About this opportunity

The Department of the Navy Naval Facilities Engineering Command (NAVFAC) is conducting a Sources Sought market research notice for programmable building controllers compatible with Johnson Controls International software for the Annapolis Public Works Department HVAC Direct Digital Controls (DDC) system. This pre-solicitation notice aims to determine the commercial availability of control equipment with equivalent specifications to existing Johnson Controls products. Interested vendors are invited to submit a capabilities statement package not exceeding 5 pages, which must include completed Company Information and Technical Information attachments. The submission must be electronically sent to megan.l.may3.civ@us.navy.mil by February 20, 2025, at 1200 Eastern Standard Time, with a strict 4MB attachment size limit. Respondents are encouraged to request a read receipt and must be registered in SAM.gov to participate in this market research effort.

The notice specifies no specific set-aside for this procurement and does not indicate a predetermined award value or budget range. Vendors must provide detailed technical information about their programmable building controllers, including model numbers, product descriptions, controller applications (such as Network Automation Engine, Network Control Module, Building Level Controller), and communication protocols like BACnet and Metasys N2. The government is seeking controllers capable of creating, modifying, and downloading control programming, database, graphics, and configuration files. Manufacturers must include technical data sheets with their submissions, which are limited to 2 pages. The research is purely informational, and participants will not receive notification of the results or be eligible for debriefing, as this is a preliminary market assessment to inform future acquisition strategies.
