COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and in conjunction with FAR Subpart 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only Request for Quotation.


Notice to Offeror(s):


1. Solicitation number W911YU-16-T-1003 is issued as a Request for Quotation (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82.


2. The applicable NAICS code is 562111, "Solid Waste Collection", with a size standard of $38.5 million. This solicitation is issued as a Total Small Business Set Aside.


3. See the attached Summary of Services for applicable Contract Line Items (CLINs) which are expected to correspond with the three (6) Overall Requirements listed. Contractor is required to submit a schedule of fees that correspond with the summary of services and the requirements of the PWS. Each period of performance must be priced separately and quotes/offers must be valid for a minimum of 90 days after the closing date of this announcement.


4. The government anticipates awarding a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government for solid waste collection services. The contractor will provide all personnel, supplies, equipment, tools, materials, supervision, transportation, and other items and services necessary to perform all requirements in accordance with the Performance Work Statement (PWS).


5. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, in addition to the Addendum to FAR 52.212-1, Instructions to Offerors- Commercial Items applies to this acquisition. Therefore, submission of offers shall address all requirements contained therein with particular attention to paragraph (b) (4) of the clause - contractors shall provide clear evidence of the understanding and ability to comply with the PWS and provide sufficient information demonstrating the company's technical capabilities in solid waste collection. All information shall be submitted with an offeror's quote.


6. The provision at FAR 52.212-2, Evaluation - Commercial Items applies to this acquisition. Offers will be evaluated based on Lowest Price Technically Acceptable (LPTA).


7. Offerors are required to include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer.


8. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and also the Addendum to FAR 52.212-4.


9. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition.

11. Complete quotes/offers are DUE NO LATER THAN 1 April 2016, 4 PM Local (Guam time). At a minimum, complete quotes/offers must contain the following.


a. This combined synopsis/solicitation
b. The referenced PWS
c. Contractor's quote/offer
i. Must contain company logo, name, business address and CAGE/DUNS number.
ii. Schedule of fees (as required by paragraph 3)
iii. Must adhere to the following formatting requirements
1. Paper size: 8.5" x 11"
2. 12 pt font, Arial or Times New Roman
3. 1-inch margins throughout (left, right, top, bottom)
4. No more than 10 pages (1-sided print)

12. Questions regarding this RFQ are to be submitted via email to MSG Tommy Taitano at tommy.j.taitano.mil@mail.mil. All questions must be submitted NLT 22 March 2016, 4 PM Local. Questions or discussions with other contractors and other than contracting Government personnel may render a quote invalid. Offerors who fail to complete and submit the requirements above, shall be deemed non-responsive.
