SUMMARY OF SERVICES

Scope. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items necessary to perform solid waste collection and disposal services at Guam National Guard Installations and surrounding areas. The contractor shall perform to the standards in the contract as well as all applicable Federal, State, and local regulations. A description of services and collection areas are listed below.

The applicable NAICS code is 562111, "Solid Waste Collection", with a size standard of $38.5 million. This solicitation is issued as a Total Small Business Set Aside. The Government anticipates awarding a firm fixed price contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government.

OVERALL REQUIREMENT

1. 10 each - 6 cubic yard or equal containers (general waste); serviced weekly

2. 1 each - 3 cubic yard or equal container (general waste); serviced weekly

3. 9 each - 6 cubic yard or equal containers (recyclables); serviced weekly

4. 1 each - 3 cubic yard or equal container (recyclables); serviced weekly

5. 1 each - 6 cubic yard or equal container (general waste); unscheduled service call

6. 1 each - 3 cubic yard or equal container (general waste); unscheduled service call

*containers are to be placed at various locations throughout the Barrigada and Fort Juan Muna Facility.

**the Government may, at its discretion and within reason, increase or decrease the number of containers needed in order to accommodate the amount of waste generated on its installations.

***contractor should be able to respond to unscheduled service calls within 24 hours of notification by an authorized Government POC, reference paragraph 1.1.2 of the PWS.

****pay close attention to paragraph 1.2 of the PWS when quoting recycling; contractor must clearly state how revenue from the collection of recyclable material will be handled.

PLACE & PERIOD OF PERFORMANCE

Guam National Guard Barrigada Installations Location 1: Barrigada Readiness Center Location 2: Fort Juan Muna

Period of Performance:

Base Year: 1 July 2016 – 30 June 2017 (12 months) Option Year 1: 1 July 2017 – 30 June 2018 (12 months) Option Year 2: 1 July 2018 – 30 June 2019 (12 months)

CONTRACTOR MANPOWER REPORTING

In accordance with 52.237-9001, the contractor shall ensure ALL contractor labor hours (including subcontractor labor hours) required for the performance of services provided under this contract are reported via a secure data collection site. The contractor (and all subcontractors providing direct labor under this contract) shall report complete and accurate data for the labor executed during the period of performance during each Government fiscal year (FY), which runs from October 1 to September 30. The Contractor shall input the data into the appropriate eCMRA reporting tool, which can be accessed via a secure web site at http://www.ecmra.mil/.
