About this opportunity

The Department of the Navy Naval Sea Systems Command (NAVSEA) is seeking to procure SDV MK11 Tad Pole Assemblies through a sole source procurement with Teledyne Brown Engineering, Inc. The contract involves acquiring 6 top assemblies, 6 side assemblies, and 10 bottom assemblies for specialized naval equipment. This procurement is being conducted using simplified acquisition procedures with a total dollar value above micropurchase levels but below the simplified acquisition threshold. The government has determined this is a sole source contract due to the custom manufacturing of these assemblies specifically by Teledyne Brown Engineering, with no approved alternative manufacturers. The evaluation criteria will focus on best value to the government, considering price, special features, administrative costs, and the unique manufacturing capabilities of the contractor. The solicitation was posted on April 10, 2025, with responses due by April 15, 2025.

The contract is not set aside for any specific business category and will be performed in Panama City Beach, Florida. Teledyne Brown Engineering is the incumbent and sole source provider for these specialized MK11 Tad Pole Assemblies, with a procurement timeline requiring delivery within 6 months after order award. The contract falls under the NAICS category 336611 for Ship Building and Repairing and PSC category 2040 for Marine Hardware and Hull Items. The government has justified the sole source procurement by noting that alternative manufacturers have not been vetted, and the costs of identifying, evaluating, and field-testing alternative systems would be prohibitively expensive. The procurement will be synopsized on the sam.gov Contract Opportunities website, ensuring transparency in the acquisition process. The unique nature of these assemblies and their specific application in naval submarine delivery vehicle (SDV) systems underscores the critical need for this targeted procurement.

Notice text

This is a Sole Source to Teledyne Brown Engineering, Inc.

The Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement to procure SDV MK11 Tad Pole Assemblies. This requirement is not suitable for full and open competition for the following reason(s): The MK11 Tad Pole Assemblies referenced in the subject purchase request were custom manufactured by Teledyne Brown Engineering Inc. for the SDV. Other manufacturers of similar assemblies have not been vetted or approved for substitution. The additional costs and time delays for the Government to identify and evaluate another system; perform the field-testing of the equipment; and produce the required documentation and drawings would be prohibitive. As such, Teledyne Brown Engineering Inc. is the only source capable of meeting this requirement.
